Kaifu District has deeply implemented the "Party Building Cohesion" project, focused on community governance, innovated the co-governance of the party and the masses, and created a Kaifu path to solve the "isolated island" of the old city, and emerged a model for the comprehensive management of communities without property management such as Wangjiayuan, Baishantai and Lotus Pond.

I. Implementation Background

1. The development situation is necessary. With the profound changes in the social structure, mode of production and organizational form of the city, the people's demand for a better life is growing, and many potential contradictions in the management services of non-property communities are gradually exposed.

2. There are requirements from the superior policy. The Municipal Party Committee adheres to the in-depth implementation of the "Party Building Cohesion" project, clearly requires that it actively explore the comprehensive management of communities without property management, and formulates and promulgates documents such as the "Three-Year Action Plan for Comprehensively Strengthening Community Governance (2021-2023)", focusing on the "five-in" community of party building guidance, linkage governance, rule of law construction, humanistic care, and smart services, and constantly improving the governance service linkage system of "full leadership of party building, joint management by all parties, and rapid and accurate response".

3. The reality has a voice. Kaifu District has no property management community accounts for 65.7%, most of which are dormitories of restructured (bankrupt) units, and the residents have concentrated on the problems and confusion faced by the community, mainly for the "three difficulties": first, it is difficult to manage "independently". Most of the buildings in the non-property management community belong to different units, lack of unified management mechanism, and some work is still "difficult to adjust" after repeated coordination, and it is difficult to form a joint work force. Second, it is difficult to build "in a snail shell". The non-property management communities are scattered in the urban fabric, some are close to universities, hospitals and business districts, with little room for maneuvering, old infrastructure, and limited comprehensive renovation. Third, it is difficult to "break the ice" of neighborhood contradictions. The space of the community is cramped, the public supporting services are lacking, and the residents often cause disputes due to the phenomenon of "grabbing land" such as private construction and parking blocking the road, and the "ice wall" between the neighbors is high.

Second, the main practice

1. The branch is built in the courtyard, and the "micro-governance" builds a "co-governance" pattern

In accordance with the principle of "geographical proximity, conducive to management, and convenient for activities", the party branch will be built in the community, courtyard, and building, giving full play to the "two roles" of the party organization and party members, and realizing the vitality of "co-governance" in the community under the guidance of party building.

First, the identity of party members is lit up. Reasonably divide regional construction branches, encourage and guide vanguard party members with higher prestige, better mass foundation and strong work ability, give full play to the role of demonstration and leadership, and establish "party member pioneer studios" and "party member volunteer service teams" with the branch as a unit, so as to contribute to promoting community governance, serving residents, and maintaining stability. Wangjiayuan community pioneered the "courtyard party building" in Changsha, established three courtyard party branches, elected retired party members who were originally management cadres in the enterprise as branch secretaries, and carried out work with the courtyard party branch as a unit, calling on party members and the masses to participate in the common construction. At present, there are 525 community branches, 76 "Party Member Pioneer Studios" and 127 "Party Member Volunteer Service Teams" in the district.

The third is to build a co-governance platform. The community party branch has established and improved the joint conference system to promote community consultation and co-governance. Baishantai community implements the "three-long system" working method of the neighborhood of the group, selects 21 resident representatives to contact and serve 270 residents in 5 buildings of the dormitory community of the Eighth Hydropower Bureau, establishes the "four cleans" standard of joint households with the party branch of the Eighth Hydropower Bureau, and forms the "four haves" model of joint household service of resident representatives, and through the "Baishan Council" and other platforms for consultation and co-governance, not only a 200-square-meter party and mass service center has been built, but also won the renovation project of the old community, which has effectively promoted the governance of the old community.

2. Resources fall to the grassroots, and "micro transformation" creates a new model of "co-construction".

In order to solve the dilemma of poor quality of public supporting services in non-property management communities, through the establishment of rules and regulations, increasing investment, and revitalizing resources, we have made a dojo in a "snail shell" to achieve a great improvement in public services and comprehensive management.

The third is to revitalize resources and strengthen services. Relying on the community discussion mechanism, explore the self-management model according to local conditions, fully revitalize resources, tap potential, and improve the level of community management. In view of the current situation of parking difficulties in surrounding hospitals, shopping malls and office buildings, the Maotingzi Community of Lotus Pond Community has revitalized idle parking space resources, and introduced "community housekeepers" to operate off-peak shared parking spaces through democratic decision-making and public bidding at round tables, so as to realize the return of income to serve residents.

3. The party flag tree is on the front line, and "microservices" light up a new life of "sharing".

The party branch of the community focuses on key groups such as "one old and one young", focuses on the urgent and difficult problems of the masses, and sends intimate services to the door, so as to truly realize "solving problems on the front line".

The first is to "take orders" online for daily problems. More than 400 WeChat groups for community work have been established in the whole district to collect social conditions and public opinions in a timely manner, and to "take orders" online and solve problems offline to ensure that the service is "not dropped" for problems such as elevator maintenance difficulties, parking chaos, and garbage advertisements in buildings that are of high concern to residents.

The second is the comprehensive "dispatch" of party building services. Integrate the community and property resources in the community, establish 183 community party and mass service stations and neighborhood centers, and provide residents with convenient services such as sports and leisure, parent-child early education, and medical care, so as to ensure that party building services are fully covered in the community. Wangjiayuan community has created a "sharing business", sharing tool rooms, sharing drying rooms and sharing art museums, etc., so that the cohesion of the community and the happiness of residents have been steadily improved.

The third is to carry out on-demand "ordering" activities. According to the needs of different types of residents, theme activities such as Lantern Festival Joy Club, parent-child reading club, and condolences to the elderly in difficulty are carried out to create a positive cultural atmosphere.

Third, the effectiveness of the work

Second, the "magnet effect" gave birth to the strength of the branch. Keep pace with the times to explore and innovate the mode of setting up party organizations, build branches in communities, courtyards, and buildings, firmly establish a clear orientation for all work to the branches, and make use of the advantages of "upstairs and downstairs, acquaintances and faces", so that the branch can give full play to the role of a fighting fortress, and unite and forge ahead like a magnet.

Third, the "gyroscope effect" has strengthened community governance. In view of the problems of management chaos, construction difficulties, and frequent contradictions that exist in non-property management communities, we should give full play to the leading role of party building, improve the community support mechanism, build a consultation and discussion platform, and continuously strengthen the "gyroscope effect" of party building leading pluralistic co-governance, so as to realize the benign interaction between community governance and residents' autonomy.
