During this period, Foreign Minister Wang Yi was really busy, first facilitating reconciliation among various factions within Palestine in Beijing, then meeting with the foreign minister of Ukraine who came to visit China in Guangzhou, and just after meeting with the foreign minister of Ukraine, he rushed to the capital of Laos to attend the ASEAN foreign ministers' meeting and its series of meetings held there.
According to the official website of the Ministry of Foreign Affairs, on July 25, mainland Foreign Minister Wang Yi met with India Foreign Minister S Jaishankar in Vientiane, Laos, and the two sides held friendly talks on Sino-Indian relations.
During the talks, Jaishankar changed his arrogant and provocative tone in the past, and began to relax his tone on China-India relations, especially the border issue.
Jaishankar said that China and India, as the two most populous countries in Asia and even in the world, as well as neighboring countries, should maintain stable and predictable development in their relations, and hoped that the two sides can find a way to resolve contradictions and differences with an open attitude and return to positive relations.
At first glance, this may not sound like much, but when compared to Jaishankar's past statements, it is a world of difference.
As India's foreign minister, Jaishankar has always been known for being tough on China, not only has great hostility towards China, but also often unabashedly smears and rumors about China in public.
According to India's Economic Times, in August 2023, Jaishankar also made a big statement at the diplomatic conference, attacking China as much as he wanted, claiming that India has never opposed China's entry into the UN Security Council and becoming a P5 country, but China is now the only country in the P5 that opposes India's entry into the P5.
Not to mention that China's P5 status was obtained by virtue of national strength, and has nothing to do with India's support or not, just saying that "China is the only one of the P5 countries that opposes India's entry into the P5" can be seen that Jaishankar is purely smearing and spreading rumors.
India has asked for permanent membership six times, and every country in the five permanent members of the United Nations has voted against it, including United States twice against; Jaishankar does not go to other countries that have voted against it, nor does he talk about United States, but he focuses on China, which shows that his hostility towards China is not ordinarily deep.
However, such a person who is deeply hostile to China changed his tune in a rare way when he met with Foreign Minister Wang Yi a few days ago, not only expressing his willingness to reconcile with China, but also expressing his desire to reconcile with China with a "sense of mission" and "urgency".
In fact, when we look at Jaishankar's public activities over the past year, we will find that he has not relented on the Sino-Indian issue once or twice.
According to Shangguan News, in March this year, Jaishankar said in an event with the India Express that the deployment of so many troops in the Sino-Indian border area is not a good thing for both sides and is not in the common interests of both sides.
Jaishankar also mentioned the Galwan Valley, where he called on China and India to avoid deploying large amounts of firepower near the Line of Actual Control (LAC) in order to ease tensions.
The Chinese Ministry of Foreign Affairs agreed with Jaishankar's remarks at the time, saying that the border issue is not the whole story of China-India bilateral relations, and that the two countries should put this issue in the right place to solve it, rather than using it as the only criterion to measure the relationship between the two countries, and constantly strain Sino-Indian relations.
In June this year, after India's general election, Jaishankar was successfully re-elected as foreign minister, and the first time he won the election, he expressed his views on the future of China-India relations.
According to the India Express, on June 11, the day after winning re-election, Jaishankar said he would focus on resolving the Sino-Indian border issue in the future when setting the foreign policy agenda for the ruling party.
Xinhua news agency reported that on July 4, at the SCO summit in Astana, Wang Yi met with Jaishankar, during which Wang Yi reiterated the Five Principles of Peaceful Coexistence, arguing that China and India have an obligation to continue to promote this spirit.
Jaishankar immediately said that the development of stable China-India relations is in the interests of both countries, and expressed his willingness to work with China to resolve specific differences.
Soon after, the foreign ministers of China and India once again sat down at the negotiating table, this time with a more friendly attitude, believing that China and India have a "sense of urgency" and "mission" to resolve contradictions and disputes and further develop good-neighborly relations.
Judging from various behaviors, Jaishankar's attitude toward China has indeed eased, but the reason for this is not because of his sudden "discovery of conscience", but because of the adjustment of India's strategy toward China.
In fact, Jaishankar is not alone in relenting about China, but also India Prime Minister Narendra Modi, who has been signalling signs of softening on China even India before the election.
According to Reuters, on April 10 this year, Modi claimed in an interview that he would seize the time to resolve the protracted border issue between China and India.
In addition, Modi also pointed out in an interview with United States Newsweek that "it is of great significance to develop relations with China" and that "China and India should resolve the border issue as soon as possible."
Some analysts believe that the main reason why the Modi government has relaxed its attitude towards China is that Modi has found that taking too tough measures in its dealings with China does not have any benefits for India itself, especially economically.
For example, the India government's choice to get close to United States, impose sanctions on China, and increase military strength on the Sino-Indian border will not only directly lead to tensions between China and India, affect the economy, but also increase defense spending in India.
In recent years, due to the impact of the global environment, the economy of various countries has been sluggish, and the same is true for India, in this case, the government has to increase defense spending, which is undoubtedly a heavy burden for India.
From a long-term perspective, tension in relations with China will do more harm than good to India, first, this may cause India to fall into the vortex of Sino-US friction, and second, if India wants to maintain the momentum of vigorous development and become a world power in the future, it must maintain a peaceful and stable external environment.
This is very similar to China, China's economic miracle has a lot to do with a peaceful and stable external environment, after all, only a stable and peaceful environment can enable a country to seek development with peace of mind and achieve economic take-off.
It is precisely because India understands this that it will choose to change its foreign policy and establish good relations with China, a neighboring country.
