In the intelligence history of the CCP, Li Zhihao is a figure who has to be mentioned, and he has many "most", such as "the most famous spy on both sides of the Taiwan Strait", "the spy who has been lurking in Taiwan for the longest time", and at the same time, he is also a double agent.
In the 80s, Li Zhihao smuggled to Hong Kong as an overseas Chinese student to study, before that, he was a swimmer and served in the garrison of the Guangzhou Military Region.
At that time, Hong Kong had not yet returned, mixed fish and dragons, and all forces gathered here, because of this special experience, after Li Zhihao came to Hong Kong, he quickly attracted the attention of Taiwan's intelligence personnel in Hong Kong, and was absorbed by Taiwan's military intelligence bureau as a special agent.
However, there are also some theories that Li Zhihao actually joined the national security department in Guangdong first, and then was ordered to break into the Taiwan Military Intelligence Bureau, but no matter who comes first, in short, Li Zhihao has the identity of a dual intelligence agent of the mainland and Taiwan from this moment on, and has become a double agent.
There are two main things in Li Zhihao's espionage career that have attracted the attention of the world, one is against Taiwan and the other is against the mainland.
At the end of March 1994, a vicious incident of arson and murder occurred in Qiandao Lake, located in Chun'an County, Zhejiang.
Three gangsters boarded a sightseeing cruise ship in Qiandao Lake, robbed 24 Taiwan tourists on board, and later set fire to the boat, including 24 Taiwan tourists, 6 mainland crew members and 2 tour guides, a total of 32 people, all of whom were burned to death in the cabin.
At that time, when Lee Teng-hui was in power, he took advantage of this opportunity to wantonly smear Chinese mainland in an attempt to realize his ambition of "seeking independence." This also made the mainland aware of the urgency of the necessity of penetrating Taiwan's intelligence network.
Therefore, through the Qiandao Lake incident, the national security department revealed a lot of real information to Li Zhihao and ordered him to provide it to the Taiwan Military Intelligence Bureau, and sure enough, this move not only allowed Li Zhihao to successfully gain the trust of the other party, but also made him famous in the first battle.
After receiving the information provided by Li Zhihao, then Taiwan leader Lee Teng-hui proudly claimed to the outside world on several occasions that "he knew all the information about the Qiandao Lake incident" and that he had even seen the arrest warrant for the mainland to hunt down the murderer.
With this incident, Li Zhihao was quickly promoted to major within the Taiwan Military Intelligence Bureau and could receive a lifelong salary, but Li Zhihao was not moved by these merits and fortunes, and in private, he still accepted and carried out the organization's orders.
And this has to mention the second sensational event he did in his spy career - taking the risk of finding out two high-ranking traitors for our army.
In 1996, the first direct election was held on the island of Taiwan, and Lee Teng-hui, as a candidate, in order to stir up the enthusiasm of voters and increase votes, vigorously propagated the argument of "seeking independence" on the island of Taiwan; in order to deter Lee Teng-hui, the PLA held an unprecedentedly grand military exercise in the Taiwan Strait.
Since it is mainly for the purpose of military deterrence, the PLA top brass has decided to use empty ammunition in exercises against Taiwan and, if necessary, will use force against Taiwan, with the goal of capturing Taiwan's external islands.
However, on the eve of the exercise, Lee Teng-hui blurted out at a canvassing scene to reveal that the mainland was using "empty cartridge bombs." As soon as this remark came out, everyone was immediately shocked, and in particular, the mainland's top PLA leaders were even more collectively shocked, because the use of empty pack bombs was known only to the top level.
As a result, the state security department quickly concluded that there was a traitor within the top ranks.
However, because the level of investigation is too high and the number of people involved is relatively large, the progress on our side is very slow, and in order to solve the case as soon as possible, the national security department instructed Li Zhihao, who is lurking in the Taiwan Military Intelligence Bureau, to ask him to find clues from the Taiwan side and seek a breakthrough.
After receiving the organization's order, Li Zhihao quickly took action, and consulted confidential documents from the mainland within the Military Intelligence Bureau, and not only confirmed that there was indeed a high-level leak of secrets by the top level of the People's Liberation Army, but also learned that the name of the person who leaked the secrets was "Gao Zhiming."
But it is obvious that this "Gao Zhiming" is just a pseudonym, and his true identity is still unknown.
After the internal investigation of Taiwan's military intelligence bureau was fruitless, Li Zhihao suddenly had an idea and decided to start with the retired personnel; first, these people have worked within the military intelligence bureau for many years and know far more things than they can imagine; second, contact with them is not easy to arouse suspicion.
After making up his mind, Li Zhihao often visited the dormitory of retired veteran employees of the Military Intelligence Bureau, and got to know many retired personnel.
With this clue, the national security department followed the vine and finally targeted Liu Liankun.
Liu Liankun was then the head of the ordnance department of the PLA General Logistics Department, a regular army-level cadre with the rank of major general, who was bribed by Taiwan spies in 1992 and repeatedly leaked confidential information of the PLA.
In order to cover his identity, the Taiwan side gave him the pseudonym "Gao Zhiming" and the code name was "Shaokang No. 2", but after all, he could not escape the eyes of the mainland's national security department.
In March 1999, Liu Liankun was arrested in Beijing, and after interrogation, he confessed to his criminal conduct and confessed to his accomplice, Shao Zhengzong, then a colonel of the People's Liberation Army.
The Liu Liankun case was not only the biggest espionage case cracked on the mainland in the 90s, but also the most influential Taiwan-related spy since the founding of New China; it is conceivable that this case not only caused a shock on the mainland, but also caused a sensation in the political arena in Taiwan.
After Liu Liankun's identity was revealed, Taiwan's military intelligence bureau quickly became suspicious, suspecting that insiders had leaked secrets and locked the target task on Li Zhihao.
So, in 1999, just a few months after the mainland solved the Liu Liankun case, Li Zhihao was arrested by Taiwan's military intelligence agency in a hotel in Taiwan.
Taiwan sentenced Li Zhihao to life imprisonment for espionage and threw him in prison in October of that year, and for many years many in the intelligence community believed that Li Zhihao would die in Taiwan's prison until 2015, when things finally took a turn for the better.
According to the Global Times, on November 30, 2015, Taiwan's "Ministry of National Defense" announced that they had held an exchange of captured intelligence officers between the two sides of the strait in October, and the mainland exchanged Li Zhihao for the release of two high-ranking Taiwan spies.
The report specifically pointed out that Li Zhihao was already a 70-year-old man when he was released, and after he was released from prison, he took a direct flight to Hong Kong, and after 16 years of leaving the mainland, this unsung hero finally returned to the arms of his motherland.
