reservoir
Reservoirs (hydropower stations) have dam collapse or overflow, or serious floods or dangerous situations may occur, seriously threatening the safety of personnel, surrounding towns, and downstream important infrastructure.

The embankments of the main streams and major tributaries of major rivers, the embankments of national flood storage and detention areas, and the protection of residential areas or important infrastructure facilities have breached, overflowed, or may burst, seriously threatening the safety of personnel, surrounding towns, and important infrastructure downstream.
Flash floods
A flash flood event resulted in the death and missing of 10 or more people.
barrier lake
The occurrence of dammed lakes in the main streams and main tributaries of major rivers, or the occurrence of dammed lakes in other rivers, seriously threatens the safety of personnel, surrounding towns, downstream important infrastructure, and downstream areas and countries.
Flood storage and detention area
It is reported that the national flood storage and detention areas decided by the State Council or dispatched by the National Flood Control and Drought Relief Headquarters need to be activated.

Earthquakes or floods have caused major water diversion projects to affect a large area of water supply, major water pollution incidents, serious urban waterlogging, threats to important water sources, and impacts on important infrastructure.

Critical Disaster Reporting and Response Initiated
After receiving the report of a major flood and drought disaster, the relevant department or unit shall immediately report to the leaders of the ministry, and at the same time grasp the detailed elements of the incident as much as possible, and strictly follow the requirements of the time limit for reporting major emergency information to the office and the State Office.
The Ministry of Water Resources has activated the dispatch and command mechanism, issued early warning information, and activated the corresponding level of emergency response.

Consultation preparation
The Defense Department requested the leaders of the ministry to immediately preside over the meeting, notify the relevant departments and bureaus of the ministry and the units directly under the ministry to participate, and prepare materials for the meeting.

The opinions of the consultation were implemented

Working Group (Group of Experts) mandate
Inspect the flood situation, work conditions, dangerous conditions, and disaster conditions on the spot, strengthen technical guidance, supervise and guide local governments to implement flood prevention responsibilities and "four precautions" measures, inspect guardians, materials and equipment, etc., and assist and guide local governments to do a good job in emergency response.
Carry the necessary equipment and transmit on-site video, pictures and text information to the Ministry of Water Resources in a timely manner, so as to provide strong support for rear command and decision-making.
Front and rear linkage mechanism
In the Ministry of Water Resources, a meteorological and hydrological forecast, remote sensing, unmanned aerial vehicle monitoring, video, network and other rear support teams have been set up to support the front line in carrying out emergency response work from the aspects of "four predictions", technical demonstrations and emergency rescue plans.
Strengthen the coordination and linkage between the front and rear, strengthen information sharing, and form a joint work force.

The information center shall promptly notify the relevant provincial-level water administrative departments, river basin management agencies and units of flood early warning information, and release it to the public.
The relevant river basin management bodies and the hydrological departments under the provincial-level water administrative departments shall, in accordance with the management authority and division of duties, respectively notify the relevant departments and units of flood early warning information and release it to the public.
The Department of National Defense shall promptly notify the Office of the National Flood Control and Drought Relief Headquarters of the flood warning information.
If the centralized management risk level of the information center is level I., or the scope of influence involves the release of real-time water information on dammed lakes in two or more provinces or above or on cross-border rivers, the relevant river basin management agencies are responsible for uniformly publishing real-time water information on other types of dammed lakes.
Project scheduling
The Ministry of Water Resources and the river basin management agency shall be responsible for the emergency dispatch of water projects according to their authority, carry out or guide the provincial-level water administrative departments to carry out emergency dispatch as appropriate, issue dispatching instructions in a timely manner, and finely dispatch upstream and downstream water projects in dangerous situations, so as to create conditions for emergency response in dangerous situations.
Information centers and watershed management agencies provide support.
Personnel transfers

Emergency monitoring
Information centers, defense centers, and relevant river basin management agencies collect relevant data, and use satellite remote sensing, unmanned aerial vehicles, unmanned ships, ground penetrating radar, underwater robots, and other means to strengthen danger monitoring.
The Department of Hydrology and relevant river basin management agencies shall organize and dispatch hydrological emergency monitoring teams according to the situation to strengthen emergency monitoring of the flow velocity, width, height, inundation range, water depth, volume of the dam body, and volume of the dammed lake, so as to provide support for the scientific formulation of the dangerous situation handling plan.
Risk assessment
Information centers, defense centers, water planning institutes, dam centers, river basin management institutions, universities or scientific research institutes organize and carry out analysis and judgment of disaster simulation and deduction, analysis of the evolution of outburst floods, risk assessment, risk assessment, disaster loss assessment, etc., and put forward suggestions for emergency response.
Danger investigation
The Construction Department of the Ministry of Water Resources is responsible for guiding the safety of projects under construction.
The Department of Transportation and Management is responsible for guiding the operation and management of water conservancy projects such as reservoirs and embankments.
The Department of South-to-North Water Diversion is responsible for guiding and supervising the work of the South-to-North Water Diversion Project for safe flood relief.
The Department of State Science and Technology is responsible for coordinating foreign-related affairs related to floods and droughts in international rivers.
The Department of Defense notified the relevant provincial-level water administrative departments, urged and guided the local authorities to implement the responsible persons one by one in accordance with the relevant provisions of the dangerous situation inspection, and carried out a dragnet and full-coverage investigation, made full use of advanced equipment to investigate the dangerous situation, and promptly disposed of and reported the dangerous situation, and transferred the personnel in the dangerous area in advance to ensure the safety of the personnel.
Guidance support
Working groups (expert groups) and relevant river basin management agencies are to assist and guide local governments to do a good job in risk research and assessment, inspection and defense, and emergency response.
The Ministry of Water Resources and river basin management agencies will deploy forces within the system or industry to support rescue work according to the situation.
Information Submission
Continue to track the handling of dangerous situations and disasters, strengthen information reporting, and timely and accurately reflect information such as the handling of dangerous situations and disasters, the progress of work, and the effectiveness of measures until the danger is eliminated and the disaster is over.
The Department of Defense shall report important information on the progress of the handling of the incident to the Office of the Central Committee and the Office of the State Council in the form of "Information on Duty of the Ministry of Water Resources". Inform the relevant departments or countries of information as appropriate. When necessary, report to the Party Central Committee and the State Council in a timely manner.
In accordance with the procedures, the river basin management agency shall issue a notice to the relevant provincial prevention and control headquarters in the name of the river basin prevention headquarters, requiring that the implementation of responsibilities, the investigation of hidden dangers, the emergency response, the transfer of personnel to avoid danger, and the transmission of disaster risk information.
Water conservancy disaster relief funds were issued
The Defence Division, together with the Finance Division, will study and propose a proposal for water disaster relief funds.
The Finance Department shall submit to the Ministry of Finance a proposal for the arrangement of water conservancy and disaster relief funds in accordance with the procedures.
Publicity reports and information releases
The Department of Defense organizes news releases and circulars, organizes media interviews and professional interpretations, improves the spokesperson system, and promptly releases the situation of flood conditions, dangerous situations, disasters, and flood and drought disaster prevention work.
The Ministry of Water Resources' Propaganda and Education Center has strengthened public opinion monitoring and response, and coordinated with mainstream media to strengthen positive publicity and reporting. The media platforms affiliated to the Water Conservancy Newspaper and other subordinate units give full play to their professional advantages, and actively do a good job in publicity, reporting and public opinion guidance.
Incident investigation and review of the incident
In view of major flood and drought disaster events, timely review and analysis should be carried out. According to the division of responsibilities, the relevant departments and bureaus of the Ministry of Water Resources will take the lead in setting up a disaster investigation team to conduct a comprehensive review and review of the causes, processes, and disposal of the incident, summarize lessons learned, and form a review report. When necessary, report to the Party Central Committee and the State Council in a timely manner.
