Announcement on mutual recognition of inspection results
In order to improve the rational utilization of medical resources, reduce the burden of medical treatment for the masses, reduce the cost of medical treatment for patients, and enhance the sense of access and satisfaction of the people in medical treatment. In accordance with the spirit of the Xinwei Yifa [2024] No. 4 Document of the Notice on Printing and Distributing the Implementation Plan for the Mutual Recognition of Medical Examination and Test Results in the Autonomous Region issued by the Health Commission of Xinjiang Uygur Autonomous Region, combined with the actual situation of our hospital, and conscientiously implementing all work, the mutual recognition of medical examination and test results is hereby announced as follows:
1. Principle of mutual recognition
In accordance with the principle of "taking quality and safety as the bottom line, quality control as the premise, reducing the burden of patients as the guide, meeting the needs of diagnosis and treatment as the foundation, and taking the judgment of the attending physician as the standard", under the premise of not affecting the diagnosis and treatment of diseases and ensuring the quality and safety of medical treatment, the projects with relatively stable results, controllable quality and little impact on the diagnosis and treatment of diseases in the short term are selected according to the actual clinical work. Carry out mutual recognition of inspection and inspection results.
2. Scope of mutual recognition
Carry out mutual recognition of inspection and inspection results among public medical institutions, and encourage mutual recognition of inspection and inspection results between public medical institutions and private medical institutions within their jurisdiction.
(1) Mutual recognition at the same level. Public medical institutions at the same level may be recognized if they meet the test results of the examination, imaging and ultrasound examinations in the mutual recognition list.
(2) Cross-level mutual recognition. Public medical and health institutions at the level 2 and below shall mutually recognize the results of examinations, imaging and ultrasound examinations in the list of mutual recognition between public medical institutions at the higher level. Tertiary hospitals shall recognize the results of examinations, imaging and ultrasound examinations that meet the requirements of the mutual recognition list.
(3) Mutual recognition of the medical community. Medical institutions within a close city-level medical community shall recognize each other's results of examinations, imaging, and ultrasound examinations that meet the requirements of the mutual recognition list.
3. Mutual recognition projects
(1) Mutual recognition of medical test results: 40 project results issued by medical institutions in six aspects, including blood cell analysis, urine chemistry analysis-instrument method, clinical biochemistry, clinical immunology, clinical microbiology, and molecular biology, which meet the principle of mutual recognition, the scope of mutual recognition, and have been compared by the state and county inspection and quality control centers, and within the time limit requirements without medical intervention.

(2) Mutual recognition of medical imaging data: ordinary radiological examinations issued by medical institutions that conform to the principle of mutual recognition, the scope of mutual recognition, and the quality control of the state and county radiation quality control centers, including ordinary plain films, CR, and DR; The examination items using Class A and B large medical equipment, including the results of 298 sub-items such as PET-CT, PET-MRI, SPECT, CT, MRI, etc.

(3) Mutual recognition of medical ultrasound data: 41 sub-project results in 6 aspects, including heart disease examination, neck vascular examination (qualitative diagnosis), hepatobiliary, pancreatic, spleen and kidney examination, prostate disease (prostatic hyperplasia) examination, obstetrics and gynecology disease examination, and superficial organ examination issued by medical institutions, which are in line with the principle of mutual recognition, the scope of mutual recognition, and the quality control of the state and county radiation quality control centers.

4. Those who fall under any of the following circumstances:
It may not be included in the scope of mutual recognition or be exempt from mutual recognition restrictions
1. The patient is in a life-saving emergency such as emergency and first aid;
2. Due to changes in the condition, the examination results are inconsistent with the patient's clinical manifestations and disease diagnosis, and it is difficult to meet the needs of clinical diagnosis and treatment;
3. The results of the examination and examination change rapidly in the process of disease development and evolution;
4. Re-examination and examination items are of great significance to the selection of treatment measures (such as before major medical measures such as surgery and blood transfusion);
5. The patient or his/her relatives request further examination, and the examination and testing information provided by the patient is incomplete;
6. The laboratory of the medical institution that issued the medical test results failed to pass the inter-laboratory quality evaluation of the laboratory of the autonomous region or autonomous prefecture or the inter-laboratory quality evaluation of the National Clinical Laboratory Control and Quality Center;
7. The results of the examination and examination are obviously inconsistent with the condition, and the time of the medical examination is far from the time of the current consultation, and there is no reference value;
8. It is difficult to provide reference value for the diagnosis of diseases based on the results of previous examinations;
9. Continuous comparative observation is required due to disease prognosis;
10. Involving judicial, disability and retirement appraisals.
