On January 10, 2015, Zhu Yifeng clearly remembered the day he walked into No. 215 Jiangxi Middle Road for the first time.

At that time, he had just taken over the 160 Neighborhood Conservation Comprehensive Renovation Project in Huangpu District, and the old municipal government building was the centerpiece of the project. Before coming, Zhu Yifeng had done his homework, but when he really walked into this famous old building, he still felt excited.

From the perspective of the building itself, the old city hall occupies an entire neighborhood surrounded by small roads, which is rare in the Bund area, where every inch of land is at a premium. Proceeding from history, the old city hall witnessed the liberation of Shanghai and the handover of the old and new regimes, and it is also the place where the first five-star red flag was raised in Shanghai......

In the past 75 years, it has witnessed many "that day" in this people's city.

On the marble wall of the main hall on the second floor of the old municipal government building, there is a stone tablet engraved with the inscription of Mayor Chen Yi on the first anniversary of the liberation of Shanghai: "The people of Shanghai will build a new Shanghai of the people according to their own will." ”

Not only witnessing the story of the party leading the people from the liberation of Shanghai to the construction of Shanghai, the old municipal government building itself has also become a benchmark for people's city construction and urban renewal. In 2014, the old city hall building was included in the 160 neighborhood protective comprehensive renovation. All parties involved in the project devoted their efforts and a sense of honor and mission, and it took 10 years to complete the construction of the old municipal government building from housing expropriation, property rights collection, scheme collection, old house repair to the completion of project construction.

The façade of the old city hall building is made of granite, so it is called "stone house" by the citizens. Zhu Yifeng recalled that at that time, the team went through a large number of historical materials and conducted many on-site inspections, and protective development was imminent. Judging from the condition of the old building at that time, there were "three regrets" that needed to be repaired and bridged: first, in the original design draft, the building was surrounded on all sides, but in reality it could not be realized due to various reasons; Second, a historic auditorium in the courtyard was destroyed by fire, where the famous physicist Albert Einstein gave a lecture on the theory of relativity in German; Third, there are some buildings in the neighborhood that were built later, and the property rights are relatively complex, and there are even 42 residents living in houses that do not form a set, and the demand for improving people's livelihood is very strong.

Therefore, the renewal of the old city hall building project should not only restore the style, reshape the function, and change the "old" into "classic", but also follow the principle of "respecting history and scientific preservation". The renovation of the old building took 5 years. Ge Yu, deputy general manager of Shanghai Building Decoration (Group) Co., Ltd. and chief technician of Shanghai, once commented: There are no materials that are too difficult to find for the repair of the old city building, but the repair process is more complicated.

For example, the inner courtyard has the largest existing concrete brick floor in Shanghai, 2,000 square meters, which has been repaired little by little; As for the enclosure of the building, the new façade respects the three-section structural style of the old building, follows the original wall and window sizes, and adopts a more simple and elegant line design. Through full historical research, on-site analysis and listening to expert opinions, the team even went to the United Kingdom to collect original materials, giving priority to the use of traditional craftsmanship for restoration, and fully absorbing advanced concepts and technologies at home and abroad. "Everyone is full of love for the old building, and it took this project to come out."

Draw the strength of endeavor from the red spiritual bloodline

In May this year, on the eve of the 75th anniversary of the liberation of Shanghai, the old municipal government building project was renovated, and at the same time, more functions were injected to provide a new vision and a new field for the integration of the city's "business, tourism, culture and sports exhibitions".

In the past, the old city hall building was once used as a government office land and was relatively closed, with a relatively simple function. The project is named "The Bund · Old City Hall", positioning itself as a classic historical district of high-end modern service industry, forming a complex business layout of 70% office, 20% culture and 10% commerce, creating an international financial office service platform, a cultural benchmark for the central activity area and a shared public space with the city.

This design scheme can impress all parties precisely because of a new concept - Chen Libin, partner and general manager of the design unit David Chipperfield Architectural Solutions Consulting (Shanghai) Co., Ltd., proposed that the characteristics of the old municipal government building are that one block is a building, "the original relatively closed backyard is opened to the city, and all the design is carried out around this courtyard".

Today's "Bund ·Old City Hall" has not only been enclosed and renovated, but also renovated the small red building, built a new multi-purpose building, added an underground building, and provided about 300 parking spaces, so that the interior of the old city hall building has also become an open public space, connecting business, office and more diverse spaces.

In the courtyard of 3,000 square meters, there are century-old crape myrtle trees, lawns and fountains, which not only become a new place for citizens to go for leisure and entertainment, but also an ideal place to hold various high-quality public cultural activities and commercial cultural formats; On the top floor of the enclosed area, a public terrace has been innovatively created, allowing citizens and tourists to take a direct elevator to overlook the Bund and touch the traces of time.

It is worth mentioning that Huangpu District organically integrates the protection and utilization of red cultural resources with urban renewal, relying on the original Mayor Chen Yi's office and adjacent building space in the old municipal government building, fully excavating the red gene in the historical buildings, and planning and holding the "Building a People's City - Theme Exhibition of the Former Site of Mayor Chen Yi's Office".
