In Wuliqiao Street, the District Housing Management Bureau will coordinate with the street, the local public security, and property enterprises to solve the problems such as the shortage of parking spaces in the Nanyuan New Village community.
In Dapuqiao Street, the bus community also encountered the problem of insufficient space for elevators, and the relevant departments of the district, together with the street, promoted the construction of 4 elevators through measures such as the overall greening adjustment of the community and the coordination of the collection center site to provide temporary parking for residents; In the Bund street, the problem of occupying the elevator position of Building 4 in Shanxi Community has also been successfully resolved. Through several times of coordination and negotiation and adjustment of the entrance and exit plan of the podium, the publicity of the elevator plan was finally reached and the construction was successfully started, and the elevator in the community was broken to zero.
Innovate the mechanism to open up the "whole life cycle management" of the elevator
The installation of elevators in old residential areas is a practical matter that benefits the people. Under the promotion of the district party committee and district government, Huangpu has achieved from scratch and from existence to excellence. Behind this, it is inseparable from the innovation of mechanisms and the supply of policies.
This year, the District Housing Management Bureau, together with the District Market Supervision Bureau, revised the "Guiding Opinions on the Follow-up Management of the Installation of Elevators in Existing Multi-storey Residential Buildings in Huangpu District", which clarified the filing of the follow-up management plan for the installation of elevators in advance before construction, improved the elevator maintenance price system, standardized the main responsibilities of the management of all parties, improved the follow-up fund management measures, included the installation of elevators into the scope of subsidies for the renovation of old elevators, and made normative guidance on the subsequent reversal of elevators in the early stage and the addition and change of the use rights of new owners.
At the same time, in view of the difficult people in the community, the District Housing Management Bureau, together with the District Civil Affairs Bureau, formulated the "Huangpu District "Warm Elevator" Difficult People Installation Elevator Assistance Work Plan", explore and improve the government support and guidance, charitable organizations standardized operation, social forces support the ladder assistance mechanism, on the basis of the "everyone to help the elevator" assistance program, further broaden the scope of assistance, increase the proportion of financial assistance, and benefit more people in difficulty. In terms of capital supervision, we will expand the scope of "ladder housekeeper" management, extend from the original follow-up management funds to construction funds, and open up the "full life cycle management" channel of elevator funds, so as to eliminate the worries of residents. Up to now, a total of 148 buildings in 10 streets in the district have opened "ladder housekeeper" accounts. In addition, in conjunction with the District Market Supervision Bureau, the existing multi-storey residential elevators will be included in the old elevator renewal plan with a service life of more than 15 years, forming a closed loop of management.
As a popular project in Shanghai's "14th Five-Year Plan", after nearly two years of rapid progress, Huangpu has taken the lead in implementing elevators for some of the doors with better installation conditions. In recent years, with the continuous improvement of residents' willingness to add elevators, the district elevator special team, together with various streets, has continued to promote the work of adding elevators that need to create conditions for the installation of buildings. In the next step, Huangpu will work hard to continuously improve the system and mechanism of the elevator work, and strive to achieve the "willing to install all the buildings suitable for installation" during the "14th Five-Year Plan" period.
