After graduating with a doctorate, Xu Ying, who has done a lot of work in the basic research of the Beidou system, entered the Institute of Optoelectronics of the Chinese Academy of Sciences. Here, she participated in a series of landmark major projects in the field of scientific research, such as the application of the second generation of Beidou, the construction of the Beidou test system, and the demonstration of the future PNT system with Beidou as the core.

The construction of the Beidou-1 system was started in 1994 and completed at the end of 2000. The construction of the Beidou-2 system was started in 2004 and completed at the end of 2012.
