Why is there such a thing as martial law in Taiwan? This goes back to the Kuomintang Civil War in 1949. Due to the kuomintang's defeat in the civil war, in order to strengthen its control over the kuomintang areas, the kuomintang issued several so-called national martial law orders, the first of which was issued on December 10, 1948, when Xinjiang, Qinghai, Taiwan, Tibet and other regions were not included in the list, because these areas were not affected by the Kuomintang civil war. The second time was in May 1949, when the Kuomintang declared martial law in the whole province of Taiwan from the 20th. This was the martial law in Taiwan Province, which lasted for 38 years from May 20, 1949, until its lifting on July 15, 1987. The third was the martial law decree issued by the Kuomintang on July 7, 1949, which was still aimed at the Kuomintang areas, but with the defeat of the Kuomintang soldiers, its real influence was not large. What really has a major influence on Taiwan is the second "martial law order" against the whole province of Taiwan.

It can be said that the "martial law" promulgated by the Kuomintang at that time was originally a product of the kuomintang-communist civil war, but with the long-term confrontation between the two sides of the taiwan strait, the Kuomintang continued to use the high-pressure means of "martial law" in Taiwan to control Taiwan society in order to maintain its own dictatorship. However, with the time and space environment in the 1980s, the Kuomintang's "martial law" was increasingly facing great conflicts and challenges. First, an atmosphere of relaxation has begun to emerge in cross-strait relations; the mainland has promoted reform and opening up, and its contacts with the international community have been increasing; at the same time, the mainland has also put forward the idea of peaceful reunification of Taiwan, and the environment for confrontation and confrontation between the two sides of the strait has been greatly improved. Under the impact of internal and external pressure, on July 14, 1987, the Kuomintang side was finally signed by Zheng Weiyuan, head of the defense department, and Yu Guohua, head of the administrative department, to issue a "presidential decree", announcing that the Taiwan region would lift the martial law from 00:00 a.m. on July 15, 1987, and lift the "martial law order" imposed on the main island of Taiwan, Penghu and other affiliated islands. (The 38-year-long and two-month martial law in Taiwan has gone down in history.) At the same time, it also announced the repeal of 30 relevant decrees enacted under the Martial Law during the martial law period, and the defense department also commuted or released the sentences of 237 people who were tried under military law during the martial law period.

Kinmen County and Lianjiang County, which are close to Chinese mainland, implemented field government affairs in accordance with the "Experimental Measures for Battlefield Government Affairs in the Kinmen and Matsu Areas" of June 23, 1956, and continued to implement martial law until November 7, 1992, when the temporary martial law order and the experimental measures for battlefield government affairs were lifted at the same time, which lasted nearly 43 years.
