Today, Daxing International Airport celebrates its first anniversary of operation. The new airport, known for its "phoenix spreading its wings", has not only become another major aviation hub in the city, but also will drive the economic take-off in the south of the city. The reporter learned from the Municipal Development and Reform Commission that at present, the Airport Economic Zone of Daxing International Airport has been fully launched, the key functional areas such as the Pilot Free Trade Zone and the Comprehensive Bonded Zone have been smoothly promoted, and a number of major projects such as the Free Trade Zone Innovation Service Center and the Linkong District Development Service Center have been launched.

How exactly was the Linkong Economic Zone built? Top-level design is critical. To this end, the governments of Beijing and Hebei have worked together to prepare the overall plan of the Linkong Economic Zone to avoid homogeneous competition. In September 2019, Beijing Municipality and Hebei Province officially approved the "Beijing Daxing International Airport Linkong Economic Zone Master Plan (2019-2035)", marking that the Daxing International Airport Linkong Economic Zone has entered the substantive construction stage.
According to the planning and design, the Linkong Economic Zone will include three functional areas: service guarantee zone, air logistics zone and science and technology innovation zone. Among them, the aviation logistics zone focuses on carrying functions such as aviation logistics, e-commerce, comprehensive bonded, international exhibition, aviation enterprise services, etc.; the science and technology innovation zone focuses on carrying functions such as aviation-oriented R&D and innovation, science and technology incubation, high-end manufacturing, and science and technology finance; and the service guarantee area focuses on carrying functions such as aviation science and education, characteristic finance, leisure and entertainment, and scientific and technological innovation services.
It is worth mentioning that the Daxing Area of the Linkong Economic Zone has clearly built a "1+2+2" industrial development system, that is, an industry led by life and health, an industry based on hub high-end services and aviation support, and a new generation of information technology and intelligent equipment as a strategic reserve industry. In April this year, the Management Committee of Daxing Area issued the "Three-Year Action Plan for the Construction and Development of Beijing Daxing International Airport Linkong Economic Zone (Daxing) (2020-2022)".
<h1 class="pgc-h-arrow-right" > the free trade zone and comprehensive insurance zone are smoothly promoted</h1>
Key functional areas are the key to the construction of linkong economic zones. On August 31, 2019, the Daxing Airport Area of The China (Hebei) Pilot Free Trade Zone was established, becoming the first pilot free trade zone established across provincial-level administrative regions in China. The total area of Daxing Airport Area is 19.97 square kilometers, of which the Beijing area is 9.97 square kilometers.
In order to accelerate the construction of the pilot free trade zone, the Municipal Bureau of Commerce issued the Implementation Plan for the Daxing Airport Area of the China (Hebei) Pilot Free Trade Zone (Beijing Daxing) and the List of The First Institutional Innovations of the Daxing Airport Area of the China (Hebei) Pilot Free Trade Zone (Beijing Daxing) (Article 81). At present, the first list of institutional innovations (81 articles) has landed more than halfway, providing institutional support for the development of the pilot free trade zone. In the next step, we will promote the full implementation of the first batch of system lists in the Daxing Airport Area (Beijing Daxing) of the Hebei Pilot Free Trade Zone as soon as possible, and promote the research of the second batch of system lists; combined with the approval of the National Service Industry Expansion and Opening Up Comprehensive Demonstration Zone, the approval of the Beijing Pilot Free Trade Zone and the application for the Comprehensive Bonded Zone, and according to the industrial development needs of the Linkong Economic Zone, mature a batch and launch a number of industrial innovation policies.
Another key functional area, the Beijing Daxing International Airport Comprehensive Free Trade Zone, is also being built. In 2019, Beijing and Hebei jointly submitted to the State Council to establish the Beijing Daxing International Airport Comprehensive Free Trade Zone. Beijing, Hebei and Capital Airport Group intend to build a common platform to promote the construction and management of comprehensive bonded zones, and provide experiences that can be learned and promoted for the construction of comprehensive bonded zones across administrative regions across the country.
<h1 class="pgc-h-arrow-right" > a number of major projects to start construction</h1>
In the autumn, the construction site of the FTZ Innovation Service Center project located within the Scope of the Beijing Free Trade Zone is in full swing, and the main body of the building has begun to appear. "In the future, this project will focus on serving the life and health industry and the financial service industry, with a land area of about 10.88 hectares, a construction area of about 70,000 square meters, and a total investment of 440 million yuan." Wu Shicheng, head of the Planning and Construction Department of the Daxing Area Management Committee, introduced. Although the project is still under construction, it has attracted financial institutions such as the Bank of China, the Industrial and Commercial Bank of China, and the Agricultural Bank of China, as well as life and health industry projects such as Shanghai Cell Storage and Transformation and The He's Eye Industry Group Project.
The FTZ Innovation Service Center project is only a microcosm of the smooth progress of major projects in the Linkong Economic Zone. In addition to this project, the first phase of the comprehensive insurance area located in the eastern area of linkong district has also begun construction, covering a total area of about 2.95 square kilometers, of which the Beijing part is about 1.04 square kilometers, and the first phase will build municipal roads, peripheral supporting municipal energy pipelines and field stations, etc., to provide the necessary infrastructure guarantee for the sealing and operation of the comprehensive insurance area.
In addition, logistics enterprise SF will build a high-quality logistics project covering an area of about 295 mu and a construction area of about 210,000 square meters in the non-guaranteed logistics area. At present, the comprehensive implementation plan of SF project planning has been approved.
The Construction of the Linkong District Development Service Center has also begun. The project is located within the red line of the airport, 1.2 kilometers away from the northwest side of the terminal, covers an area of 60 acres, has a construction area of 180,000 square meters, and has a total investment of 2 billion yuan, which is a key supporting project for the 2022 Beijing Winter Olympics.
