Zhongtian filed a complaint to protest punishment, but lost the lawsuit in the first instance, and Zhongtian appealed again if he was not satisfied.

Beigaoxing pointed out that when the NCC held a consultation meeting on this news, a total of 16 members attended, 9 suggested "sending a letter for improvement", 3 suggested "not handling", and a total of 12 people determined that it did not violate the "law", but the NCC's final resolution, fragmentary selection of a small number of 4 members' opinions, found that Zhongtian violated the law, without explaining the reason for not adopting the opinions of other members.
