After the liberation of Nanjing and the flight of the Nationalist government to Guangzhou, what he Yingqin faced was how to deal with the situation of defeat and defeat. However, He Yingqin, the chief executive and minister of national defense, was unable to mobilize troops, especially the generals of Chiang Kai-shek's troops, and they only listened to Chiang Kai-shek's instructions.
He Yingqin was anxious to buy weapons and equipment, and he repeatedly appealed to Chiang Kai-shek, hoping to bring gold and foreign currency from Taiwan. At that time, the People's Liberation Army was like a bamboo, going south more than 100 kilometers a day and had already reached Fujian. The front-line troops of the Nationalist army have been urging for military salaries, but instead of holding their positions, they have been fleeing south.
The nationalist army nominally commanded by He Yingqin has been defeated and retreated. In 20 hours, he Yingqin mobilized 32 planes, transported more than 1,000 key members of the National Government, mobilized three trains, and carried more than 700 people to Shanghai. In the next few days, 51 more planes were mobilized to transport more than 1,300 people to Chongqing, Guangzhou, and Taiwan, and 2,250 people to Guangzhou and 1,200 to Taipei by steamship, and so on.

He Zhongyan said: I should have vigorously supported the requirements of the big brother, but I also had difficulties, without the approval of the president, how dare such a large amount of money come out? He Yingqin shook his head, as the chief executive and defense minister, he could not take out the money, what to do?
Disheartened, He Yingqin decided to resign, and on May 12, he wrote his resignation in his room. In his resignation, He Yingqin analyzed the various problems that currently existed, saying: "It is that the evolution of facts has not met the ideal, and the financial problems are extremely difficult and cannot be solved." The lives of officers and soldiers cannot be reasonably maintained. The people's suffering is getting worse and deeper, and in the long run, they are afraid that they will be in a situation of no return. Although Chin tried hard, he finally felt that there was no way to make up for it, and his heart was in pain, and he could not make it clear that he could only plead for resignation as chief executive so as not to delay the future. ”
The next day, He Yingqin handed over his resignation to Li Zongren. After Li Zongren saw it, he did not make a sound for a long time, and he summoned the central legislators, supervisors, and so on in Guangzhou, and everyone expressed their retention for He Yingqin's resignation and asked He Yingqin to dispel his thoughts.
Although He Yingqin was moved, he was already determined, and he said to Li Zongren with tears, "If Degong wants me to continue, I only have two ways to go, one is to escape, the other is to commit suicide."
On May 30, Li Zongren decided to recommend that the Kuomintang elder Ju Zheng take over the post of chief executive, so he sent the report on the resignation of the members of He Yingqin's cabinet.
At the June 2 election meeting, Ju Zheng was defeated by opposition from the CC and Huangpu clans, and yan Xishan, with the support of Chiang Kai-shek, was approved by 200 votes in favor and 50 votes against, becoming the new chief executive.

Since 1986, He Yingqin's health has been obviously poor, and on May 1, due to a stroke, he entered Taipei Veterans General Hospital, and Zhu Fuli, director of the Department of Neurology, personally treated him, exhausting the best drugs at that time, hoping to prolong his life, at this time He Yingqin was 96 years old. On the morning of October 20, 1987, He Yingqin's blood pressure suddenly dropped, and after all-out rescue, he died at 7:30 a.m. on the morning of the 21st, at the age of 97.
