Since the "13th Five-Year Plan", under the strong leadership of the Provincial Party Committee, the Provincial Government and the Provincial Department of Transportation, the Provincial State-owned Assets Supervision and Administration Commission and the Provincial Highway Affairs Center, Hunan Expressway Group has deeply practiced the new development concept of "innovation, coordination, green, openness and sharing", taking deepening reform as the driving force, taking transformation and development as the main line, and strengthening custody as the starting point to accelerate the high-quality development of highway maintenance and management. During the "13th Five-Year Plan" period, a total of 9 billion yuan was invested in maintenance, and in the case of continuous growth in traffic flow, the highway technical status index MQI was 96.01, the pavement technical condition index PQI was 94.69, and the proportion of first- and second-class bridges was 100%.

First, adhere to innovation-driven, stimulate new momentum for conservation and management

The first is to build a scientific decision-making system for maintenance, apply the "Maintenance Pass" APP, implement a high slope early warning system, establish an evaluation and analysis model for road surface performance attenuation, and fully implement the scientific decision-making mechanism for maintenance. The second is to build a comprehensive management system for the road network of Hunan Expressway, forming an integrated display and application platform for high-speed traffic information operation and management in seven major sections, such as "road network operation monitoring, emergency command and dispatch, network toll management, communication transmission monitoring, network security situation awareness, industry big data analysis, and public travel information services", and the road network operation is visual, measurable, controllable, and service-level significantly improved.

Second, adhere to the coordination and linkage, and build a new pattern of conservation and management

The first is to improve road safety efficiency. Create a "safe expressway" to carry out special actions such as risk assessment and safety evaluation of the operating highway road network, special treatment of accident-prone road sections, special rectification of stubborn and chronic diseases, tunnel quality improvement and upgrading, tunnel risk prevention and control, bridge safety protection improvement, bridge gap anti-crash safety protection facilities to improve the safety level of facilities. The highway area environment has reached "eight nothings". The second is to improve the effectiveness of emergency management. Revise 12 plans, including the "Special Emergency Plan for Water Damage Slopes", establish a special plan and emergency manual for the "one bridge and one tunnel" for special bridge tunnels, and establish a regional highway emergency material reserve center. The third is to improve the efficiency of road network services, win the battle to cancel the toll stations at the provincial border, and achieve uninterrupted and efficient passage across provinces; continue to increase the promotion and popularization of ETC, with the total number of users exceeding 8.47 million; implement differentiated charges for trucks, and basically achieve the goal of ensuring the smooth flow of vehicles, reducing freight logistics costs and toll revenue growth.

Third, adhere to green development and explore new models of conservation management

The first is to promote the recycling of materials. The utilization rate of waste wave beams in large and medium-sized repair projects reached 100%. Promote the application of factory mix cold regeneration, plant mix heat regeneration and other technologies, and carry out the research and application of high-performance asphalt pavement such as modified asphalt SMA, rubber asphalt concrete and other high-performance asphalt pavement in situ heat regeneration technology. During the "13th Five-Year Plan" period, the recycling rate of used materials on the road surface reached 100%, and the recycling rate reached more than 95%. The second is to promote the application of new energy. Completed the operation of 33 pairs of charging piles in the service area. The third is to promote energy conservation and emission reduction. Pilot application tunnel intelligent control platform. Promote the construction of green service areas, and adopt measures such as natural ventilation and lighting design, solar energy-saving systems, and atomized faucets to save energy and reduce consumption.

Fourth, adhere to openness and integration, and expand new spaces for conservation and management

The first is to implement the integrated optimization technology of construction and maintenance. From the aspect of maintenance, the design and construction optimization technology of the new expressway is proposed, and the maintenance method is issued to promote the seamless connection of construction and maintenance. Implement the precise maintenance of special structure bridges "one bridge and one book". The second is to implement large-scale transportation optimization services. Set up large-scale transport service points in the service area. Completed the large-scale transport escort of nearly 2,000 times. In 2020, the escort task of large-scale transport vehicles with a total weight of 395 tons and a length of 68.88 meters was completed. The third is to implement the optimization and improvement of road network monitoring. Realize 3510 video access to the provincial cloud platform in 14 road network sub-centers in the province. Promote the new model of "traffic + broadcast + UAV marshalling" trinity scheduling and command, and greatly alleviate the congestion problem during key highway periods. The fourth is to implement the promotion and application of new technologies. Explore the use of special sections of expressway active anti-ice and snow melting technology, low noise anti-slip over-surface, ultra-stick wear layer and other new technologies.

Fifth, adhere to sharing to benefit the people, improve the new level of highway services

The first is to strengthen travel services. Promote rapid centralized maintenance, realize the integration of maintenance project construction organization, and greatly shorten the construction period. Implement the "toilet revolution", the driver's home and other work, and create 4 pairs of national top 100 demonstration service areas and 19 pairs of excellent service areas, so that the public travel experience is even better. The second is to strengthen the release of information. With FM90.5 China Traffic Radio as the main publishing platform, travel information services such as road conditions, meteorology, detours, and road-related disasters are released to the public in a timely manner through SMS, Hunan Expressway APP, WeChat, Weibo and other means. "Hunan Expressway APP" ranked fourth in the influence of national highway traffic travel service product client services in 2017. "12328 Customer Center" ranked eighth in the national traffic service telephone service effect in 2018. The third is to strengthen vehicle rescue management. Construct 85 vehicle rescue service sites, give full play to the role of vehicle rescue service APP and "96528" service platform, and achieve accurate positioning, rapid response, real-time command, full supervision, and efficient rescue. The fourth is to strengthen the governance of over-limits. By May 2020, the overrun rate of freight vehicles at the entrance of highways in the province will drop to less than 0.5%.
