On April 18, the Sanjiang Dong Autonomous County Forestry High-quality Development and Forest Chief System Work Conference was held at the Party School of the County Party Committee, the meeting deeply studied and implemented General Secretary Xi Jinping's ecological civilization thinking and inspected the spirit of Guangxi's "4.27" important speech, implemented the spirit of the relevant meetings at the higher level, comprehensively summarized last year's work, and studied and deployed the key work of the county's high-quality forestry development and forest chief system, mobilized the whole county to further gather consensus, gather forces, and accelerate the transformation of Sanjiang forestry resource advantages into economic advantages and development advantages. Continue to promote the high-quality development of forestry. Kuang Biao, member of the Standing Committee of the Municipal Party Committee and secretary general of the Sanjiang County CPC Committee, gave instructions. All townships and towns in the county and all relevant departments should always implement the spirit of General Secretary Xi Jinping's important speech on the construction of ecological civilization and the spirit of the No. 1 document of the Central Committee, adhere to the development concept of "green water and green mountains are golden mountains and silver mountains", further enhance the sense of mission and responsibility for the high-quality development of forestry, focus on key points, highlight characteristics, and scientific planning, put the forest chief system in an important position, vigorously develop the oil tea industry, build a solid defense line in protecting green, and adhere to the red line in the use of green. Make every effort to promote the high-quality development of forestry in our county and the work of the forest chief system to achieve new and greater achievements.
The meeting pointed out that the comprehensive implementation of the forest chief system is a pragmatic measure to implement Xi Jinping Thought on Ecological Civilization and the spirit of Vice Premier Hu Chunhua's important instructions, and is an urgent need to accelerate green development and ensure the safety of national oilseeds. As of 2021, the total forest coverage rate of our county is 79.30%, and the forest land area is 192,600 hectares, of which the area of camellia oleifera forest is 617,000 mu. Since the poverty alleviation, 67,000 people in the county have relied on the oil tea industry to get rid of poverty and become rich, and the development of forestry has achieved positive results.
The meeting stressed that all units and departments should have a clear understanding of the situation, clarify their thinking, work hard to do a good job in key tasks such as resource management and protection, cultivation of forestry characteristic industries, and improvement of forest carbon sink capacity, and accelerate the high-quality development of forestry; forestry and public security departments should increase the publicity and law enforcement of forestry laws and regulations, and severely crack down on illegal and criminal acts such as indiscriminate logging of forest trees, indiscriminate reclamation and indiscriminate occupation of forest land, indiscriminate hunting of wild animals, and indiscriminate mining and digging of wild plants in accordance with the law. All townships, towns, and relevant departments should conscientiously implement the forest fire prevention responsibility system and strengthen forest fire prevention measures; they should do a good job in quarantine and monitoring and reporting of forest diseases and insect pests, actively carry out the prevention and control of forest harmful organisms, and strictly prevent the intrusion of dangerous harmful organisms; they should strengthen the building of forestry law enforcement teams, raise the level of law enforcement, strengthen the mediation of mountain forest disputes, and maintain harmony and stability in forest areas.
The meeting demanded that all townships, towns, and departments should further strengthen organizational leadership, strengthen responsibility, and form a pattern of party-government responsibility and linkage between the upper and lower levels. It is necessary to continuously improve the relevant systems such as the coordination system, the work supervision system, and the evaluation system for forest chiefs, pay attention to "assessment + supervision", realize institutionalized forest management, strengthen the supervision of the implementation of the forest chief system and the performance of duties by forest chiefs at all levels, establish a "one investigation, two supervision, and three eyes" work method, achieve regular inspections, random spot checks, establish problem accounts, implement sales number management, and truly achieve all-round supervision and rectification from horizontal to edge and vertical to the end, so as to ensure that all the work of the forest chief system is implemented and achieves practical results.
At the meeting, Linxi Town, Bajiang Town, and Doujiang Town exchanged experiences on the work of the forest chief system, the development of the oil tea industry, and the integrated development of forestry.
