On August 5, Shen Lei, member of the party group and deputy director of the Provincial Department of Finance, and Xu Laixing, director of the grass-roots financial management office, went to the Tongxiang Municipal Finance Bureau to investigate the grass-roots financial work. Chen Zheng, secretary of the party committee and director of the Tongxiang Municipal Finance Bureau, reported on the grass-roots financial management work of Tongxiang City from the aspects of the allocation of township financial institutions, the performance of the team's duties, and the main work in the next step. In recent years, in order to actively respond to the activity of "township financial management strengthening the foundation and consolidating the implementation year", Tongxiang City has refined and decomposed the work tasks, standardized the establishment of township financial management institutions, effectively improved management efficiency, consolidated the foundation of public financial management, and taken a solid step in the direction of accelerating the modernization of the grass-roots governance system and governance capabilities.

Subsequently, Wutong Street, Zhouquan Town and Puyuan Town also reported on the establishment and staffing of township financial institutions, and discussed and exchanged views in combination with the actual work.

Deputy Director Shen Lei affirmed the work achievements of tongxiang city's grass-roots financial management, emphasized the importance of establishing a reasonable township financial organizational structure and the construction of the cadre team to strengthen township financial management and improve the level of public services, and put forward three requirements for grass-roots financial management:

First, it is necessary to further optimize the institutional settings. Improve the quality of financial cadres, integrate financial functions, coordinate the personnel team, and establish a full-coverage financial closed-loop management system through "borrowing" and other means on the basis of limited resources;

The second is to further strengthen the supervision of funds. On the basis of the existing township financial system and mechanism, with "civil air defense + technical defense" as the means, highlight digital empowerment, timely discover and repair financial management loopholes, and eliminate hidden dangers;

Third, it is necessary to further close communication and contacts. Strengthen the docking and contact between departments and townships (streets), and smooth the channels for problem solving. Consolidate and deepen the management concept of "financial service for government", and jointly solve problems and provide excellent services for the grass-roots level by strengthening cooperation with various departments and business departments.
