In accordance with the relevant laws and regulations of the mainland and the regulations of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Animal Husbandry of the Solomon Islands on the phytosanitary requirements for the export of unroasted coffee beans and cocoa beans from the Solomon Islands to China, from now on, the import of coffee beans and cocoa beans from the Solomon Islands that meet the following relevant requirements is allowed: 1. Inspection and quarantine basis: (1) People's Republic of China Biosecurity Law; (2) the Law on the Quarantine of Animals and Plants Entering and Leaving the Country of People's Republic of China and its implementing regulations; (3) The Food Safety Law of the People's Republic of China and its implementing regulations; (4) the Law on the Inspection of Import and Export Commodities in People's Republic of China and its implementing regulations; (5) Measures for the Administration of Import and Export Food Safety of the People's Republic of China; (6) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Livestock of the Solomon Islands on Phytosanitary Requirements for the Export of Unroasted Coffee Beans and Cocoa Beans from the Solomon Islands to China. 2. Permitted import commodity names Solomon Islands coffee beans (Coffee Beans) and cocoa beans (Cocoa Beans) refer to the unroasted hulled coffee (Coffea arabica L.) and cocoa (Theobroma cacao L.) grains grown and processed in the Solomon Islands, which have been made by drying and screening processes after removing the outer skin, pulp, endocarp and silver skin. 3. The permitted origin is the entire territory of the Solomon Islands. 4. Coffee beans and cocoa beans of concern exported to China shall not carry the following harmful organisms: (1) Coffee beans. 1. Hypothenemus hampei2. Solanum torvum (two) cocoa beans. 1. Mikania micrantha2. Cocoa gall pathogen Albonectria rigidiuscula V. Pre-shipment requirements (1) Registration requirements. The Ministry of Agriculture and Animal Husbandry of the Solomon Islands (hereinafter referred to as "Solomon Islands") shall inspect the production and processing enterprises of unroasted coffee beans and cocoa beans exported to China, confirm that they meet the requirements of the General Administration of Customs of the People's Republic of China (hereinafter referred to as "China"), and recommend them to the Chinese side. The Chinese side will conduct an audit and register the enterprises that have passed the audit. (2) Production requirements. 1. Solomon Islands shall, in accordance with the relevant international phytosanitary standards, carry out epidemic investigation and comprehensive prevention and control management of quarantine pests of concern to China during the growth of coffee and cocoa, and the production, processing and storage of coffee beans and cocoa beans. Pest outbreak investigation and comprehensive control should be completed under the guidance of technical personnel. Technicians must be trained by an authorized institution. In the work of pest control, pesticides prohibited by China shall not be used. 2. According to the needs of the Chinese side, the Solomon Islands shall submit to the Chinese side the investigation report on the occurrence of pests and comprehensive control records. When new pests occur in coffee and cocoa in the Solomon Islands, the Solomon Islands should promptly notify the Chinese side of the relevant situation and the control measures taken, so that the Chinese side can carry out an assessment. 3. In the process of production and processing of coffee beans and cocoa beans, measures should be taken to remove moldy beans, moth-eaten beans, foreign bodies, live insects, insect eggs, soil, and impurities such as weed seeds, plant residues and gravel. (3) Packaging and transportation requirements. 1. Processed coffee beans and cocoa beans should be stored separately from coffee beans and cocoa beans sold to other markets, as well as unprocessed coffee beans and cocoa beans to prevent contamination. 2. Coffee beans and cocoa beans should be packaged in hygienic, new and phytosanitary materials. Each package shall be marked with the English words "This product will be exported to the People's Republic of China" and People's Republic of China Chinese or English information such as the name of the product, the processing enterprise and its registration number. 3. Before shipment, the shipping tools should be thoroughly inspected to prevent contamination by harmful organisms. (4) Product requirements. Coffee beans and cocoa beans shall not contain quarantine pests of concern to the Chinese side. Coffee beans and cocoa beans should comply with China's plant quarantine laws and regulations and China's national food safety standards. (5) Pre-export quarantine and certificate requirements. Before exporting, the Solomon Islands must carry out inspection and quarantine on coffee beans and cocoa beans exported to China, issue a phytosanitary certificate for those who meet the requirements, indicate the name and registration number of the processing enterprise, and indicate in the additional statement: "This consignment complies with the requirements specified in the Protocol of Phytosanitary Requirements for Export of." Unroasted Coffee Beans and Cocoa Beans from Solomon Islands to China, and is free from quarantine pests of concern to China.” (The shipment complies with the requirements of the Solomon Islands Phytosanitary Protocol for the Export of Unroasted Coffee Beans and Cocoa Beans to China, and does not contain quarantine pests of concern to China). After fumigation, the name, dosage, temperature and duration of treatment of fumigant, etc., shall be indicated in the phytosanitary certificate. 6. When coffee beans and cocoa beans arrive at Chinese ports for entry inspection and quarantine, China Customs shall carry out inspection and quarantine in accordance with the following requirements. (1) Verification of certificates. 1. Check whether it is from a registered enterprise. 2. Verify whether the attached phytosanitary certificate is true and valid. (2) Cargo inspection. In accordance with relevant laws, administrative regulations, rules and other provisions, combined with the requirements of this announcement, the inspection and quarantine of imported coffee beans and cocoa beans shall be implemented. Those who pass the inspection and quarantine shall be allowed to enter the country. (3) Disqualification handling. 1. If there is no valid plant quarantine certificate, it will be returned or destroyed. 2. From unregistered processing enterprises, it will be returned or destroyed. 3. If the soil is found, it will be returned or destroyed. 4. Quarantine pests or other quarantine pests or plant residues of concern to the Chinese side shall be removed, returned or destroyed. 5. Other situations that do not meet China's entry inspection and quarantine requirements will be dealt with in accordance with relevant laws and regulations. If the above non-compliance is found, the Chinese side will notify the Solomon Islands side and suspend the qualification of the relevant enterprise to export to China according to the severity of the violation, until the Chinese side confirms that the problem has been effectively rectified.
