In August, in the "First Village of China's Rural Reform" - a high-standard farmland demonstration site in Xiaogang Village, Fengyang County, Chuzhou City, Anhui Province, the green rice fields are endless.
Near noon, Cheng Xibing, a large grain grower, had just finished his morning farm work and walked up the ridge sweating profusely. When I got home, the smell of rice wafted from the kitchen.
"Does it smell good? It's all grown from here. He pointed to the high-standard farmland not far from the window and said proudly.

In the same land, General Secretary Xi Jinping has been here.
On April 25, 2016, General Secretary Xi Jinping made a special trip to Xiaogang Village to inspect and presided over a symposium on rural reform, with the purpose of "taking a look at the development and changes of Xiaogang Village and listening to everyone's opinions on rural reform and development".
In the afternoon of the same day, General Secretary Xi Jinping got out of the car and walked into the wheat field along the ridge to inspect the growth of wheat.
Subsequently, General Secretary Xi Jinping came to the courtyard of the "farmer's house of the year" where 18 farmers in Xiaogang Village initiated the signing of the big package, looked at the thatched houses of the year, and learned about the scene where the farmers discussed the signing of the big package. The general secretary said with emotion: "What he did with his life in the past has become a thunderclap of China's reform and a symbol of China's reform. ”

In the conference room of Xiaogang Village, General Secretary Xi Jinping had a discussion with local city and county leaders, members of the "two committees" of Xiaogang Village, leaders of large contractors, and villager representatives.
The general secretary pointed out that in deepening rural reform under the new situation, the main line is still to properly handle the relationship between peasants and land. The biggest policy is to uphold and improve the basic rural management system, uphold the collective ownership of rural land, uphold the basic status of household management, and persist in stabilizing land contract relations.
"The existing rural land contract relationship should remain stable and unchanged for a long time." General Secretary Xi Jinping said, "The establishment of a registration system for land contract management rights is a guarantee for the stability of land contract relations. ”
On July 8, 2015, the launching ceremony of the first batch of certificates for the confirmation and registration of rural land contracting and management rights in Anhui Province was held in Xiaogang Village, Fengyang County, and more than 10 villagers received the "Rural Land Contracting and Management Certificate". Cheng Xibing also attended the symposium and sat diagonally opposite General Secretary Xi Jinping's left side.
"Let the peasants become decent occupations," "Do not let the peasants who grow grain suffer economic losses," and "Strive to ensure that the vast number of peasants can be educated, treated, supported, and housed...... General Secretary Xi Jinping's resounding words on the spot made Cheng Xibing still remember it vividly.
General Secretary Xi Jinping also stressed that efforts should be made to promote the confirmation of rural collective assets to households and the reform of the joint-stock cooperative system, develop various forms of shareholding cooperation, and give farmers more power over collective assets and more property rights.

The atmosphere of the whole forum was warm, and the agenda that was originally scheduled to be 40 minutes lasted more than an hour.
Eight months later, the reform of the rural collective property rights system was rolled out to the whole country.
On December 26, 2016, the Central Committee of the Communist Party of China and the State Council issued the "Opinions on Steadily Promoting the Reform of the Rural Collective Property Rights System", proposing to promote the reform of the shareholding cooperative system of rural collective operating assets in an orderly manner. Rural collective operating assets are quantified to the members of the collective in the form of shares or shares, as the basic basis for their participation in the distribution of collective income.
Reform and innovation, dare to be the first. Xiaogang people came to the forefront again.
Xiaogang Village took the lead in Anhui Province to carry out the reform of the shareholding cooperative system of collective assets, as well as the pilot work of the "three changes" reform of "turning resources into assets, capital into shares, and farmers into shareholders", and the "road riders" took a new step in development.
On February 1 this year, Xiaogang Village ushered in the seventh collective economic cooperatives dividend meeting, and all villagers shared a dividend of 700 yuan per person, achieving six consecutive increases in dividends.
Behind the dividends year after year is the "double increase" of the collective economic income and the income of the villagers in Xiaogang Village. In 2023, Xiaogang Village will achieve a collective economic income of 14.2 million yuan and a per capita disposable income of 34,900 yuan, an increase of 9.2% and 5.8% year-on-year, respectively.

From the "red handprint" of dividing land into households, to the "red book" of land ownership confirmation and issuance, and then to the "dividends" of joint-stock economic cooperatives, this is not only the reform trajectory of Xiaogang Village, but also the "epitome" of China's rural reform.
