First, the investment in water conservancy construction across the country has reached a new high. From January to August, the national water conservancy construction completed an investment of 801.94 billion yuan, an increase of 10.7 percent on the basis of a high level in the same period last year. Five provinces, including Hebei, Guangdong, Zhejiang, Shandong and Anhui, have completed an investment of more than 40 billion yuan. More than 7,800 water conservancy construction projects have been arranged through the issuance of additional treasury bonds, and the implementation of all projects is being accelerated, with an investment of 303.77 billion yuan completed, of which Hebei has completed an investment of more than 40 billion yuan and Beijing has completed an investment of more than 20 billion yuan.

In terms of flood prevention and disaster reduction: As of September 20, 2024, 6,441 large and medium-sized reservoirs have been dispatched to impound and store a total of 142.559 billion cubic meters of floodwater, and preliminary statistics have shown that 2,178 cities and towns have been flooded, 16,293,300 mu of cultivated land have been reduced, and 10,774,200 people have been prevented from being transferred. In the Yangtze River Basin, in response to the three numbered floods of the Yangtze River, the reservoir group in the upper and middle reaches of the Yangtze River with the Three Gorges Reservoir as the core was dispatched to hold back a total of 25.3 billion cubic meters, of which 12.68 billion cubic meters were blocked by the Three Gorges Reservoir, effectively reducing the water level of the middle and lower reaches of the main stream by 0.7~3.1 meters, giving full play to the role of flood prevention and disaster reduction of "a big country". In the Yellow River Basin, in view of the largest flood since 1994 and the high sediment content of the Beiluo River, the water and sediment control mode was launched in time, and the Sanmenxia and Xiaolangdi reservoirs were dispatched to discharge 123 million tons and 146 million tons of sediment respectively, which not only ensured the safety of flood control, but also effectively reduced the sediment accumulation in the reservoirs. In the Huaihe River Basin, we have given full play to the role of the flood control project system of the Yishu River system in diverting floods from the east to the south, finely dispatched the Liujiadaokou hub and the Daguanzhuang hub to divert 8.8 billion cubic meters of eastward flood into the sea, scientifically dispatched the Nansi Lake flood control and Zhangshan Gate control, and successfully prevented the four numbered floods of the Yihe River and the Shuhe River. In the Pearl River Basin, in response to the catastrophic flood of the Hanjiang River, the Tingjiang Cotton Beach Reservoir was dispatched to reduce the maximum inflow flood peak from 9,860 cubic meters per second to 5,000 cubic meters per second. The Changtan Reservoir of the Meijiang River will be dispatched to avoid the bad flood peaks of the Meijiang River and Tingjiang River, and the peak flood water level of the Sanheba Station in Meizhou will be reduced by 3.0 meters. In the Songliao River Basin, the Fengman and Baishan reservoirs have been jointly dispatched to impound and store a total of 4.12 billion cubic meters of floodwater, reducing the maximum inflow of Fengman Reservoir from 11,300 cubic meters per second to 4,000 cubic meters per second, and effectively reducing the water level of the downstream Songhuajiang Station to Fuyu Station by 1.37~2.18 meters. The Erlongshan Reservoir of the Dongliao River was finely dispatched, and the maximum inflow rate of 2,058 cubic meters per second was reduced to 370 cubic meters per second, which effectively reduced the flood control pressure in the lower reaches of the Dongliao River. From 8 p.m. on August 20 to 9 a.m. on August 23, the Chaersen Reservoir of Taoer River was dispatched to maintain a zero discharge for 61 hours, avoiding the flooding of 310,000 mu of cultivated land downstream and the transfer of 11,000 people.

In terms of drought resistance and disaster reduction: In response to the winter and spring drought in southwest China, the Ministry of Water Resources, together with Yunnan Province, gradually reduced the discharge volume of Deze Reservoir in the Niulan River basin according to the development of drought conditions, and reserved enough water to resist drought, urgently implemented the upgrading and renovation project of the water intake of the Deze Reservoir Dry River Pumping Station, and did a good job in the water supply scheduling of Kunming's urban emergency water supply and the Niulan River-Dianchi Lake water replenishment project, so as to ensure the ecological security of Kunming's urban water supply and Dianchi Lake. In response to the summer drought in North China, the Huanghuai River and other places, we organized the control reservoirs in the Yellow River, Huaihe River, and Haihe River basins, and the South-to-North Water Diversion Project to fully enter the drought-fighting dispatch mode. Dispatch the discharge rate of the Xiaolangdi Reservoir on the Yellow River from 700 cubic meters per second to 4,400 cubic meters per second, and divert a total of 2.47 billion cubic meters of water from June to mid-July; dispatch the Yuecheng Reservoir in the Haihe River Basin to provide 93 million cubic meters of irrigation water to the relevant irrigation areas in Hebei and Henan downstream; dispatch the South-to-North Water Diversion Project to the East Central Route to fully support the drought-fighting and water supply supply in the areas along the route, with a total of about 1.33 billion cubic meters of water diversion for drought fighting; and dispatch the Bengbu Gate of the Huaihe River, the diversion of water from the Huai River to the Huai River, and the northward diversion of water from the Yangtze River.
