In order to facilitate the majority of candidates to apply for the examination, the relevant requirements for the recruitment of civil servants in the 2025 examination of the customs system are hereby explained as follows:
1. To apply for the examination of civil servants in the customs system, they shall meet the application conditions stipulated in the Announcement on the Recruitment of Civil Servants by the 2025 Examination of the Central Organs and Their Directly Affiliated Agencies (hereinafter referred to as the "Examination Announcement") and the qualifications listed in the Recruitment Brochure for Civil Servants Recruited by the Central Organs and Their Directly Affiliated Agencies in the 2025 Examination (hereinafter referred to as the "Recruitment Brochure"). If the applicant has any questions about the job conditions, he or she can call the telephone number indicated in the "Consultation Telephone" column in the "Recruitment Brochure" to consult the recruitment customs.
2. According to the needs of customs work, in the recruitment position, if the qualification requirements are "limited to college graduates in 2025", only college graduates who will graduate in 2025 can apply for the examination.
Graduates of ordinary colleges and universities who are uniformly enrolled by the state and who have not secured a job unit during the career selection period (the state stipulates that the employment selection period is two years) are still retained in the original graduation school, or are retained in the graduate employment departments at all levels (graduate employment guidance service centers), talent exchange service agencies at all levels, and graduates from public employment service institutions at all levels, may apply for the position of "fresh college graduates only".
3. Graduates of ordinary colleges and universities enrolled by the state who have signed a tripartite agreement or labor contract when they leave school and during the career selection period (the state stipulates that the career selection period is two years), and their household registration, files, and organizational relationships have been transferred, and they have been employed or have employment experience, they cannot apply for the positions of "2025 college graduates only" and "college graduates only".
4. Applicants for positions marked with "Physical Conditions Must Meet the Special Standards for Physical Examination for Civil Servants (Trial)" shall also meet the Special Standards for Physical Examination for Civil Servants (Trial). The physical condition of the applicant shall be subject to the physical condition at the time of participating in the physical examination, and the conclusion of the physical examination shall be determined by the designated medical institution.
5. Personnel who apply for the position of professional ability test should prepare for the professional ability test in advance, and the professional ability test score accounts for 10% of the total comprehensive score:
(1) For positions related to "animal quarantine", the main test is animal infectious diseases, animal disease prevention and control, animal quarantine policies and regulations, etc.
(2) For positions related to "electronic informatization", computer science and technology, software engineering, network engineering, basic theoretical knowledge of information security, information management and information systems are mainly tested.
(3) For positions related to "statistical analysis and application", the main test is applied mathematics, probability theory and mathematical statistics, big data management and application, statistics, information management and information systems, and overall national security concept.
(4) For "mechanical automation" related positions, the main test is automatic control principle, analog and digital circuit, power electronics technology, computer principle, signal and system, software technology foundation, mechanical principle and materials, mechanical and electrical equipment control, artificial intelligence foundation and application and digital technology.
(5) For "English" related positions, English translation and interpretation are mainly tested.
The professional aptitude test will be conducted before the interview, please pay attention to the official website of the General Administration of Customs and the relevant recruitment customs for specific arrangements.
6. Applicants must truthfully, completely, accurately and standardize the application information or provide supplementary materials according to the requirements of the recruitment customs, and if they fail to fill in the relevant information or provide supplementary materials as required when applying for the examination, resulting in the impact of the qualification examination, the examination will not be passed, and the consequences shall be borne by the candidates themselves. The precautions for filling in the information are as follows:
(1) The applicant's learning experience must be filled in from the primary school stage, and indicate the start and end date, school name, learning level (primary school, junior high school, high school, undergraduate, master's degree, doctoral student), major, type of study (such as full-time general higher education, adult higher education, etc.), and the nature of learning (such as full-time, part-time, etc.). The above information is subject to the academic certificates, degree certificates obtained or the Certificate of Foreign Academic Qualifications and Degrees issued by the Service Center for Scholarly Study of the Ministry of Education.
(2) Applicants must continuously and completely fill in the work experience at each stage, and indicate the start and end years and months (the years and months of the upper and lower experiences should be connected before and after, without interruption or vacancy, and the unemployed experience shall not be omitted), work unit, position and other information. If there is secondment experience during each stage of work experience, information such as the start and end date of the secondment, the secondment unit, and the main job responsibilities must be indicated. For unemployed persons who have no work experience, the starting and ending years and months should be indicated (the years and months of the upper and lower experiences should be connected before and after, and there should be no time interruption), the file storage institution, the place of household registration (specific to the police station), and the place of residence (specific to the street or neighborhood committee) and other information.
Non-2025 college graduates should indicate the following in the "Remarks" column:
(1) Personal files (name, address, zip code, contact person, contact number, etc.) of the archiving unit;
(2) Household registration (the place of household registration, the name, address, zip code, contact person, contact number, etc. of the household registration management unit).
(3) Applicants must truthfully fill in their own rewards and punishments, including the name of the reward and punishment, the year and month of the reward and punishment, and the unit to which they were given. Among them, the award should be filled in with valid written certification materials, and the award items without written certification materials should not be filled. If the punishment is not explained, it will be deemed that the applicant has promised not to have been punished.
(4) Applicants must truthfully fill in the name, relationship, date of birth, work unit, political outlook, position and other information of family members such as spouses, parents, children, brothers and sisters; If the job is filled in as self-employed, farming or unemployed, please indicate the household registration and the detailed address of the actual residence. For retired family members, indicate "(Retired)" on the basis of filling in the above information completely; For family members who have passed away, indicate "(deceased)" on the basis of completing the above information in full.
(5) Applicants shall not apply for positions that constitute the circumstances listed in the first paragraph of Article 74 of the Civil Servants Law after they are hired, nor shall they apply for positions in employers where persons with whom they have a husband and wife relationship, a direct blood relationship, a collateral blood relationship within three generations, or a close in-law relationship serve as a leading member. The above-mentioned kinship is grasped according to the following scope: 1. Husband and wife, 2. Immediate blood relationship, including grandparents, parents, children, grandchildren, and grandchildren; 3. Collateral blood relations within three generations, including uncles and aunts, brothers and sisters, cousins, nieces and nephews; 4. Close consanguinity, including the spouse's parents, the spouse's siblings and their spouses, the children's spouses and the children's spouse's parents, and the spouses of collateral blood relatives within three generations.
Applicants must accurately select "yes" or "no" in the column of "whether there are relatives working in the recruitment agency (system)". All relatives with the above-mentioned relatives working in the customs system must select "Yes" and must fill in their name, relationship, work unit, position and other information. Among them, spouses, children, and parents should be filled in the "Family Members" column, and other related relatives mentioned above should be filled in the "Remarks" column. If the applicant fails to fill in the information truthfully as required, the recruitment customs will cancel his or her qualification for applying for the examination or hiring.
(6) For those who participate in the service of grass-roots projects such as college student village officials, the "Three Branches and One Support" plan, the "Special Position Plan for School Teachers in the Rural Compulsory Education Stage", and the "College Students' Volunteer Service in the Western Region" plan, when filling in the registration information, please indicate in the "Remarks" column: "I confirm that the service period has expired, the assessment is qualified, and the contract agreement time for the service grass-roots project is: 20XX XX - 20XX XX XX - 20XX XX XX month, and there is no secondment experience during the service period." "If you have secondment experience, you must truthfully indicate the start and end date of secondment, the secondment unit, and the main job responsibilities. If it is not indicated that "the service period has expired and the assessment has passed", it will be deemed that it does not meet the corresponding conditions.
For retired soldiers who have served in the army for more than 5 years (inclusive), please write down the service experience in the "Work Experience" column and indicate in the "Remarks" column: "My service time in the army is: 20XX XX month XX day - 20XX year XX month XX day. ”
(7) If there is a clear requirement for English proficiency for the recruitment position, the applicant must indicate the English proficiency level and score in detail in the "foreign language proficiency" column.
(8) If the recruitment position has clear requirements for professional qualifications such as computer grades, the applicant must indicate his or her relevant information in the "Remarks" column.
7. The recruitment customs will submit qualification review opinions within 2 days from the day after the applicant's registration, and the applicant can log on to the special website (http://bm.scs.gov.cn/kl2025) of the 2025 examination for civil servants recruited by the central authorities and their directly affiliated agencies to check the qualification examination results. For applicants whose review result is "return of supplementary materials", please be sure to complete the materials before 18:00 on October 24, 2024 (the last day of registration) and re-submit the registration application to the recruitment customs. For applicants who fail to complete the materials as required, the recruitment customs will give the qualification review and fail to pass.
8. The qualification review runs through the whole process of examination and recruitment, and the information filled in by the candidates will be established with electronic information files, and compared with the real information during the interview qualification review, employment inspection, publicity, filing and post-employment probationary period management. If it is found that the applicant has committed fraud, provided false information and other violations, or if there is a large discrepancy between the registration information and the real information, the recruitment customs will terminate the recruitment procedure in accordance with the relevant regulations on the recruitment of civil servants. Those who have already been hired will be disqualified.
9. The application conditions, application procedures, examination content, examination time and place and other information shall be subject to the "Examination Announcement", "Recruitment Guide", "Application Guide for Civil Servants Recruited by the Central Organs and Their Directly Affiliated Institutions in 2025" and relevant notices. At the same time, the recruitment customs will also issue relevant notices on examination and recruitment through the official website of the unit, and applicants are requested to pay close attention to it.
10. During the recruitment period, candidates must keep in touch with each other so that they can receive relevant notifications in a timely manner. If the applicant cannot be contacted due to his or her own reasons, the relevant consequences shall be borne by the candidate.
11. The recruitment of civil servants in the customs system does not publish or designate books for examination counseling, and does not hold or entrust any institution or individual to hold examination tutoring training courses. For the relevant civil service examination training, websites or publications in the society, the majority of candidates are requested to be vigilant and rationally treated, so as to avoid being deceived and prevent damage to their rights and interests.
