Among them, the "Opinion Draft" clearly requires that liquor labels must not be marked with words such as "special supply", "special supply", "special use", "special demand" and so on.
There are documents prohibiting "special liquor"
In the early days, words such as special supply, exclusive supply, special supply, special supply and so on often referred to "single channel", such as special hotel, special supply supermarket, and later these words evolved into synonyms for "privilege", but in most cases, the special supply was "false", such as a state organ special supply of wine.
The reporter noted that as early as 8 years ago, the relevant departments had explicitly banned the production of "special" wine. In March 2013, the State Council Organ Affairs Administration, together with the five departments of finance, auditing, industry and commerce, issued a notice prohibiting any government agency or public institution from using or authorizing items marked with the logos of "special supply" and "exclusive supply". In December 2013, the State Food and Drug Administration also issued a notice requiring liquor companies not to produce liquor marked with the words "special supply", "exclusive supply", "special supply", "special demand" and so on.
At the same time, on May 7 this year, the Renhuai Liquor Industry Association of Guizhou Province also issued a proposal on its official public account to eliminate and resist commercial speculation and profit-making in the name of celebration, and put an end to marketing means such as the declaration of "special supply" of various liquor products. Specifically, the marketing means of alcohol products that need to be eliminated are directly proposed in the proposal, including two articles: to prevent marketing and publicity from forging "medals", "medals", "commemorative wines", "commemorative wines", "treasured wines", "gratitude wines" and other items; to prevent marketing all kinds of declared "special supply", "exclusive supply" or disguised declaration of "special supply" and "exclusive supply" of wine products.
Labeling words such as special liquor may face a huge fine
The reporter visited several liquor stores near Chunxi Road in Chengdu, and did not find liquor with the word "special supply"; searching for special wine, special wine and other words on the e-commerce platform, there was no relevant product.
During the visit, a person in charge of a liquor trading house told reporters that the so-called special wines are more popular products ten years ago, when the head brands will have their own "special" wines, but from the time when the industry gradually began to standardize, there was no such product.
The person in charge said: "In fact, a few years ago, the industry has made it clear that the words 'special supply' and 'special supply' cannot be marked, so the formal channels have long been without the so-called 'special wine', and now the so-called 'special wine' is basically fake wine, the quality is difficult to guarantee, the price is difficult to say, and consumers do not pay." ”
When asked by reporters what would happen if liquor stores sold these liquors with the word "special offer". The person in charge said: "The specific amount has not been specifically understood, but it is normal to be fined to close the store, and millions of dollars are more than that." ”
The reporter then contacted an old wine collector who said: "In the eighties and nineties of the last century, some places' Exclusive supply' is there, the quality is relatively good and are all produced by large factories, but such wine will not circulate in the market; the so-called special supply later, in the liquor market, has disappeared for a short time, from beginning to end, the special liquor has not occupied the mainstream in the liquor market, but some people are doing marketing; as for the current special supply, it is basically fake or made by small factories, and it does not take the formal channels to sell, and it is stolen and sold in some small places. ”
Liquor industry analyst Cai Xuefei also said that "special supply" and "exclusive supply" and other labels are usually small and medium-sized liquor companies with insufficient brand power and non-prominent quality concepts in order to raise high quality value, maintain high product prices, maintain the concept of scarcity, etc. This behavior in the strict sense of the risk of defrauding consumers, harming consumer rights and interests, blurring product identification, this provision has a significant restrictive effect on these behaviors, is conducive to purifying the sales environment of the liquor industry, and safeguarding the legitimate rights and interests of consumers.
