The construction of the Yunnan water network takes the central Yunnan water diversion project as the backbone, relies on the comprehensive utilization project of water resources of the hydropower station, supports the large and medium-sized reservoirs, and is based on the small reservoirs, water system connection projects and rural irrigation projects. In 2021, when weaving this water supply security network, our province will make key breakthroughs and blossom in an all-round way. In the whole year, we will strive for 7.58 billion yuan of central water conservancy funds and 21.45 billion yuan of local water conservancy construction funds.

The first phase of the Central Yunnan Water Diversion Project has completed an investment of 13.5 billion yuan in 2021, accounting for 103.8% of the annual planned tasks, and the second phase of the project has been fully launched. The lower sluice gate of the Niulan River Hongshiyan Barrage Lake Remediation Project is stored in the lower gate, and all 3 units are connected to the grid to generate electricity. The Niulan River-Dianchi Lake water replenishment project has won two awards in Luban and Dayu. Wenshan Dehou Reservoir, Qujing Agang Reservoir, Qujing Chemabi Reservoir 3 large reservoirs under the sluice storage, 8 listed in the national 150 major water conservancy projects all started construction. In three batches, 398 key water network projects were started and promoted, with a total investment of 128 billion yuan.

In 2021, our province will launch a comprehensive "lake revolution" battle and continue to strengthen the work of the river (lake) length system. Set up the "Lake Revolution" offensive battle headquarters office, and further improve the management system and working mechanism of the nine plateau lakes. An expert team led by academicians was formed to scientifically check the "two lines" delineation plan of the Nine Lakes, and organize the study of the guiding opinions on the control measures of the "two lines" and "three districts" of the Nine Lakes. Comprehensively promote the "river and lake sheriff system" and "river chief system + chief procurator" working mechanism.

In 2021, consolidate and expand the achievements of rural drinking water safety and poverty alleviation, and solidly promote the three-year special action of rural water supply guarantee. Raise 20.868 billion yuan through market-oriented methods, and promote the implementation of the 3-year special action plan according to the "seven precisions" of objects, projects, funds, implementation subjects, responsibilities, water quantities, and water charges, and the scale of investment ranks first in the country. 110 counties (cities, districts) have started construction, with an investment of 3.87 billion yuan. Completed the maintenance and maintenance tasks of 4489 rural water supply projects, invested 226.97 million yuan in maintenance funds, and served 5.8465 million people.

In terms of flood and drought disaster prevention, we should pay close attention to all aspects of work and continuously improve our ability to prevent and reduce disasters. Completed the task of storing 8.5 billion cubic meters of water in the reservoir pond every year, solved the problem of insufficient water supply in 12 cities at or above the county level and the difficulty of drinking water due to drought in 1.733 million people (times) of rural areas. During the flood season, six expert groups were dispatched to launch water conservancy and earthquake relief emergency responses four times, 22,700 people were organized to patrol the embankment, flood prevention and flood control reduced the number of people affected by the disaster by 288,000 people, and the flooding of 146,900 mu of arable land was reduced. Continue to deepen the reform of water prices, and solve the problems of water conservancy investment and financing and long-term operation of projects. Completed the comprehensive reform of agricultural water prices in 2021 by 4.914 million mu, and the province has completed a total of 20.554 million mu of comprehensive agricultural water price reform. More than 70,000 rural centralized water supply projects have all been charged, and the collection rate of water charges has reached 97.2%. Completed the delineation of the management scope of 6618 reservoirs and the protection scope of 6212 reservoirs in the province, and completed the work of confirming the rights of more than 12,000 pieces and 119.916 billion yuan of water conservancy project assets.

In order to promote rural revitalization, accelerate the completion of water conservancy infrastructure shortcomings. Last year, our province launched the implementation of Qujing, Binchuan, Dragonfly River three large-scale irrigation areas to continue to build supporting and modernization projects, the project to implement 12 medium-sized irrigation districts to continue to build supporting and water-saving transformation projects. The implementation plan for the reinforcement of small disease risk reservoirs in the province in the "14th Five-Year Plan" was completed, and 343 small and 7 medium-sized disease risk reservoirs were implemented. At the same time, we will deeply practice the concept of green development and strengthen the construction of water ecological civilization. The new area of soil erosion control in the whole year was 5307 square kilometers. Actively guide 5 projects (counties) such as Kunming Baicaoyuan Soil and Water Conservation Science and Technology Demonstration Park to successfully create a national soil and water conservation demonstration county (park, project). In 2021, four small hydropower stations were rated as green demonstration power stations by the Ministry of Water Resources.
