This afternoon (16th), the first council of Jiangsu Shipbuilding and Offshore Engineering Equipment Technology Innovation Center was established, marking a new stage in the substantive operation of the innovation center. Liu Qing, director of the Yangtze River Delta National Technology Innovation Center and president of the Provincial Institute of Industry and Research, attended the event. Zhang Tong, deputy secretary of the Nantong Municipal Party Committee and mayor, delivered a speech at the inaugural meeting.
Zhang Tong, on behalf of the Municipal Party Committee and the Municipal Government, congratulated the establishment of the Council. She said that the shipbuilding and offshore industry is the city card and industrial landmark of Nantong, with 322 enterprises on the scale, with an output value of more than 150 billion yuan last year, and the scale of the shipbuilding and offshore industry accounted for 1/10 and 1/4 of the country respectively. The establishment of Jiangsu Provincial Shipbuilding and Marine Engineering Equipment Technology Innovation Center is an important deployment of the Provincial Party Committee and Provincial Government to implement the strategy of building a strong maritime country and promote coastal scientific and technological innovation, and it is also the first provincial major scientific and technological innovation platform laid out and constructed in our city. Since its establishment in July last year, under the joint promotion of the Yangtze River Delta National Innovation Center, the Provincial Institute of Industry and Research and the city, the organizational structure and internal management of the innovation center have been gradually improved, the gathering of scientific and technological projects and high-end talents has been accelerated, the construction of the public innovation service platform has been steadily promoted, and the brand driving force and influence have been continuously improved. Thanks to scientific and technological innovation, especially the traction of the major scientific and technological innovation platform of the innovation center, the output value of the city's shipbuilding and offshore industry reached 161.3 billion yuan from January to November this year, an increase of 17.4%. At present, the city is conscientiously studying Xi implementing the spirit of the important instructions of General Secretary Xi Jinping's important speech, taking service and integration into the integrated development of the Yangtze River Delta as the first strategy and core strategy of Nantong's high-quality development, planning to jointly build the Yangtze River Estuary Industrial Innovation Collaborative Zone, vigorously developing the marine industry, and accelerating the construction of a higher-level national innovative city and a modern marine city with river and sea characteristics. It is hoped that the innovation center will integrate and allocate innovation resources across regions and fields, accurately introduce more high-end talent teams and high-tech projects to gather in Nantong, promote the transfer and transformation of more scientific research achievements, and become an important engine for technological innovation in the field of shipbuilding and offshore industry in the Yangtze River Delta and even the whole country. It is expected that the Yangtze River Delta National Innovation Center and the Provincial Institute of Industry and Research will make greater efforts to support the innovation center to carry out technological innovation, integrated research, achievement transfer and transformation, talent training, etc., so as to form a joint force of the industrial innovation chain. Nantong will implement various support policies to provide a better environment and create better conditions for the construction and operation of the innovation center.
The first meeting of the first council was presided over by Liu Qing. The meeting deliberated and approved the charter of Jiangsu Provincial Shipbuilding and Offshore Engineering Equipment Technology Innovation Center, the list of recommendations of the first expert technical advisory committee, and the annual construction target assessment method (trial), and discussed and formed the meeting resolution.
