What is HICOOL?
The HICOOL Global Entrepreneur Summit & Entrepreneurship Competition is authorized by the Beijing Municipal Talent Work Bureau to host the Beijing Overseas High-level Talents Association, and has accumulated a huge resource pool of innovative projects and top international entrepreneurial talents since it was held for four years.
HICOOL2024 is the fifth event of the HICOOL Competition, in which the preliminary round of biotechnology and pharmaceutical service projects landed in Changping, which is the first encounter between the preliminary round of the HICOOL Competition and Changping, and it is also a two-way rush between high-level talents and regional advantageous space, industrial system and support policies.

In the life science park, five medical and health standard workshops have been built, with the park as the core, the Beijing-Singapore and Beijing-Tibet expressways as the main axis to extend to the north, and a number of industrial projects such as the Life Valley International Pharmaceutical Intelligent Manufacturing Park and the International Medical Device City will be implemented in stages, which will provide 4.5 million square meters of industrial space and accelerate the construction of a life science innovation corridor!

"Life Valley" has gathered more than 10 high-level R&D institutions, more than 1,000 innovative enterprises, and a number of clinical medical research service institutions; Nearly 200 national and municipal talents have been gathered, and nearly 100 well-known scientists have founded enterprises; It has built various service platforms such as drug discovery, laboratory animals, CXO, and benchmark incubators; It has built a service system such as "Changsheng Station", an international talent activity room, and a free trade cluster registration platform, which has connected the whole industrial development chain of basic research, pilot research and development, production and circulation, and terminal medical treatment, formed a 100-billion-level industrial cluster, and become a paradise for scientists in the field of medicine and health innovation and entrepreneurship.
Policy refinement
In terms of talent policy, the "Changju Project" will be implemented, and 100 million yuan will be matched every year to support talents to innovate and start businesses, live and work in peace and contentment. For the winning projects of the HICOOL competition in Changping, the municipal reward funds will be given a 1:1 matching fund guarantee, and the award-winning talents will be included in the guarantee scope of the "Changju Project" and provide supporting services;
In terms of industrial policy, we focused on the pharmaceutical and health industry, implemented the Action Plan for the Multiplication of the Pharmaceutical and Health Industry in Changping District, issued the Action Plan for the Development of the Changping Biomanufacturing Industry, implemented the Changping Pharmaceutical and Health Industry Policy 2.0, and fully supported innovative R&D and project introduction.
In terms of science and technology policies, the "Support Measures for Accelerating the Transformation of Scientific and Technological Achievements in Changping District (Trial)" was issued to support the accelerated transformation of scientific and technological achievements;
In terms of fund support, the Changping Life Valley Pharmaceutical and Health Industry Fund was established, and more than 20 market-oriented pharmaceutical and health private equity investment funds were mobilized through the Changping Investment Fund of Funds to provide consulting services for corporate financing and help enterprises grow rapidly. Form a closed-loop support system for talents, industry, science and technology, and funds.
