There are 6 communities in Kaohsiung Residential Area, with a total of 1,500 households and a permanent population of more than 4,500. It is worth mentioning that there are many high-rise commercial and residential buildings in the jurisdiction of Kaohsiung residential area, and residents and units are mixed. In recent years, with the increasing number of private cars in residential areas, the problem of "parking difficulty" has become an unavoidable topic in residents' lives.
As early as 2018, the General Party Branch of Kaohsiung Residential Area began to explore the problem-solving idea of solving the problem of "parking difficulty" according to the different situations of each community, combined with the key work of the street, through party building and joint construction, and joint consultation, 27 parking spaces were opened up on the public passage of Lane 833 of Manufacturing Bureau Road, which was managed by the Huangpu District Vehicle Parking Company. Today, the 27 parking spaces are full, and the road surface of the alley is clean and refreshing. However, opening up 27 parking spaces in a lot where every inch of land is at a premium is only the tip of the iceberg to solve the problem of "parking difficulties". In the face of the increasingly severe parking problem, Kaohsiung residential area combined with the characteristics of the distribution of high-rise commercial and residential buildings in the jurisdiction and the mixed office of residents and units, the parking resources around the jurisdiction were surveyed, and the shared parking resources were excavated outward, and in-depth exchanges and discussions were carried out with the surrounding units to jointly find an effective way to solve the problem of "parking difficulties".
The negotiation between the Zhongnan Community and the 708th Research Institute of the China State Shipbuilding Corporation is a typical example. Although the firm, as a confidential unit, cannot directly share parking spaces, under the communication and coordination of the general party branch, they encourage employees to park their vehicles inside the unit to reduce the pressure of parking in the community. Although this initiative requires employees to bear additional parking costs, it reflects the spirit of co-construction and co-governance.

To this end, the general party branch of the Kaohsiung residential area acted quickly, and with the consultation and help of the Huangpu District Traffic Police Force, the Street Management Office, the 702 Research Institute and the Wangjiangyuan Industry Committee submitted an application to the District Traffic Police Team to temporarily borrow the 708 South Gate on the street for temporary parking for the owners of the community. Although this "expedient measure" is only a short-term solution, it has effectively alleviated the problem of parking difficulties and has been widely recognized by residents.
In order to solve the parking problem in the long run, the general party branch of Kaohsiung residential area has continuously broadened its thinking and worked with surrounding units to create a harmonious community through party building and joint construction. Recently, the neighborhood committee has reached a joint construction agreement with the parking management unit of Sunac Binjiang No. 1 Hospital, and effectively used the vacant parking space resources of Binjiang No. 1 Hospital through off-peak parking. With the joint care and support of the Huangpu District Transportation Committee, the Huangpu District Traffic Management Center and the Bansongyuan Road Sub-district Management Office, the General Party Branch of Kaohsiung Residential Area and the parking management unit of Binjiang No. 1 Courtyard successfully held the "Staggered Peak Sharing Promotion Meeting" and signed a parking agreement on the spot. This innovative measure not only optimizes the allocation of resources, but also maximizes social benefits, so that the results of party building work truly benefit every resident.
