According to the unified deployment arrangement of the Ministry of Emergency Management and the Municipal Emergency Management Bureau, Qingpu District organized and carried out expert guidance services for limited space in the industry and trade industry, and comprehensively improved the management ability of limited space operations of industry and trade enterprises in the district through the way of on-site physical examination led by the government and experts.
On June 20 and 21, law enforcement officers and experts from the Qingpu District and Jiading District Emergency Management Bureaus carried out limited space cross-district operations in the two districts. Chen Mutong, deputy director of the Qingpu District Emergency Management Bureau, and Qu Minfeng, deputy captain of the Law Enforcement Brigade of the Jiading District Emergency Management Bureau, led the team to carry out limited space expert guidance services for four companies, including Shanghai Cestbon Food Co., Ltd., Shanghai Xinfanglian Automobile Interior Co., Ltd., Shanghai Yuanzu Mengguozi Co., Ltd., and Shanghaojia (China) Co., Ltd. The inspection team focused on the limited space safety management system, limited space ledger, training records, contract issuance agreements, approval forms and other operational records, emergency plans and drill records, protective equipment ledgers and inspection and testing reports of relevant enterprises. At the production site of the enterprise, the inspection team focused on the sewage treatment facilities of the enterprise, and conducted key consultations on the limited space with the risk of poisoning and suffocation such as hydrogen sulfide, carbon monoxide, and carbon dioxide in the production process. After the on-site consultation of the enterprise, the expert group held a feedback meeting to understand the implementation of the safety risk awareness and control measures of the limited space by the main person in charge of the enterprise, guardians and front-line operators, summarized and analyzed the consultation situation, and fed back the list of problems and rectification suggestions to the enterprise, and answered the questions and doubts of the enterprise.
