Continuing to promote the reduction and substitution of soybean meal for feed is an important measure to ensure the stable and safe supply of grain and important agricultural products and build a diversified food supply system. In 2023, the Ministry of Agriculture and Rural Affairs will issue the "Three-year Action Plan for Reducing and Replacing Soybean Meal for Feed", focusing on "improving quality and efficiency, opening up and increasing materials", implementing comprehensive measures such as efficiency improvement, open source, and structural adjustment, strengthening the integrated innovation and promotion and application of new feed products, new technologies, and new processes, guiding the feed breeding industry to scientifically reduce the amount of soybean meal, and promoting the saving and consumption reduction of feed grains. In 2023, the proportion of soybean meal in the feed consumed by the national aquaculture industry will drop from the highest 17.9% in 2017 to 13%, which is equivalent to a reduction of 23.86 million tons of soybean meal in terms of feed consumption, and the reduction effect is significant.

1. On improving the technical awareness of low soybean meal diet

3. On increasing the research and development of synthetic biotechnology

Synthetic biotechnology is an effective means to increase the supply of alternative resources and reduce the demand for forage soybean meal. In 2021, the Ministry formulated and issued the "Guidelines for the Identification and Safety Evaluation of Production Strains of Direct Feeding Microorganisms and Fermented Products", which makes detailed provisions on the safety evaluation requirements for feed microorganisms and their fermentation products developed by synthetic biotechnology, and helps enterprises and R&D institutions to carry out targeted test evaluation and prepare application materials; At the same time, we will continue to optimize the review process and speed up the review and approval progress of relevant products. In recent years, our ministry has successively issued certificates for new feed raw materials such as Clostridium ethanol protein and methyl capsular protein, among which Clostridium ethanol protein has formed an annual production capacity of 25,000 tons.

In the next step, our department will continue to optimize and improve the safety evaluation requirements of feed microorganisms and their products, simplify the evaluation procedures of feed amino acids, microbial proteins and other related products, and accelerate the application of synthetic biotechnology research and development and related products for approval and marketing. Support the R&D, innovation and demonstration application of biomanufacturing technology for feed soybean meal substitute products, help improve the feed conversion efficiency of the aquaculture industry, and promote the high-quality development of the feed breeding industry with new quality productivity.
