After nearly 10 years of twists and turns, Perth's tallest, most expensive and controversial apartment complex – Civic Heart in South Perth – has finally been completed.
It is understood that the landmark building will cost a total of $445 million, and its value and scale far exceed all other residential complexes in Western Australia, and it will be able to provide 309 apartments and 26 commercial rental units.
Despite its many advantages, the building has had its share of twists and turns.
It is understood that developer Finbar has faced a number of challenges since buying the site a decade ago, and Finbar's managing director, Darren Pateman, admits that this is the most complex project they have been responsible for to date.

Pateman also said that the construction of Civic Heart was full of twists and turns, with initially plans to build a 13-storey building, but the plan was ultimately rejected.
By 2015, they were given the go-ahead to build a 38-storey, $400 million apartment building here.

In 2019, Finbar again proposed to build 39- and 22-storey towers here, but local residents increasingly opposed the construction of high-rise buildings, and in the end, the planning department rejected the proposal again.

But a month later, the Covid broke out in Western Australia and the plan was put on hold indefinitely.
However, the project was restarted as restrictions were lifted, with the final design for the 20- and 37-storey towers, based on the historic buildings of the former police station and post office in South Perth.
Currently, 70% of the apartments on the site have been sold, but four penthouses worth between $5.25 million and $9.5 million are still on the market.
