author:Beijing News

According to people's daily news, on November 1, President Xi Jinping delivered a written speech to the 26th Summit of World Leaders of the United Nations Framework Convention on Climate Change.

Xi Jinping pointed out that at present, the adverse effects of climate change are becoming increasingly apparent, and the urgency of global action continues to rise. How to deal with climate change and promote the recovery of the world economy is the issue of the times we are facing.

Xi Jinping put forward three suggestions.

First, safeguard multilateral consensus. Multilateralism is the recipe for addressing global challenges such as climate change. The United Nations Framework Convention on Climate Change and its Paris Agreement are the basic legal guidelines for the international community to cooperate in addressing climate change. On the basis of the existing consensus, all parties should enhance mutual trust and strengthen cooperation to ensure the success of the Glasgow Conference.

Second, focus on pragmatic action. Action, vision into reality. All parties should keep their promises, formulate practical goals and visions, and do their best to promote the implementation of measures to address climate change in accordance with national conditions. Developed countries must not only do more themselves, but also support developing countries to do better.

Third, accelerate the green transformation. It is necessary to take scientific and technological innovation as the driving force, promote the transformation and upgrading of energy resources, industrial structure and consumption structure, promote the green development of economy and society, and explore new paths for the synergy of development and protection.

Xi Jinping stressed that China adheres to the concept of a community of human and natural life, adheres to the path of ecological priority, green and low-carbon development, accelerates the construction of an economic system for green and low-carbon circular development, continues to promote industrial restructuring, resolutely curbs the blind development of high-energy-consuming and high-emission projects, accelerates the green and low-carbon transformation of energy, vigorously develops renewable energy, and plans to build large-scale wind power photovoltaic base projects。 Recently, China issued the "Opinions on The Complete, Accurate and Comprehensive Implementation of the New Development Concept to Do a Good Job in Carbon Peaking and Carbon Neutrality" and the "Carbon Peak Action Plan before 2030", and will also successively release implementation plans for key areas such as energy, industry, construction, transportation and key industries such as coal, electricity, steel and cement, and introduce safeguard measures such as science and technology, carbon sinks, finance and taxation, and finance, forming a carbon peak, carbon neutrality "1 + N" policy system, and clarifying the timetable, road map and construction drawings.

Xi Jinping pointed out that the ancient Chinese said, "Rule by reality." China expects all parties to strengthen their actions to work together to address the challenge of climate change and work together to protect the common home of mankind.

The World Leaders' Summit was held on 1-2 November during the twenty-sixth Conference of the Parties to the United Nations Framework Convention on Climate Change in Glasgow.
