Announcement on the qualification recognition of teachers in junior high schools, primary schools and kindergartens in the first half of 2022

In accordance with the spirit of the "Notice of the Teacher Qualification Recognition guidance center of the Zhejiang Provincial Department of Education on doing a good job in the qualification recognition of primary and secondary school teachers in the first half of 2022" (Zhejiang Education and Resources Center [2022] No. 1), combined with the actual situation in our district, the following announcement is hereby made on the matters related to the qualification recognition of junior high school, primary school and kindergarten in the first half of 2022:

　　1. Scope of determination

　　Chinese citizens who have not reached the statutory retirement age of the state and meet one of the following conditions may apply for recognition of junior high school, primary school and kindergarten teacher qualifications in our district:

• (1) Social personnel registered in Huzhou City;
• (2) Non-resident household registration personnel holding a residence permit from Zhejiang Province (issued within the scope of Huzhou City) and within the validity period;
• (3) Full-time students of ordinary colleges and universities in Huzhou City, who are included in the national enrollment plan for ordinary colleges and universities, and students in the 2022 graduation class of junior colleges and universities in Huzhou City, as well as full-time graduate students in ordinary colleges and universities in Huzhou City;
• (4) Active military personnel and armed policemen serving in Huzhou City.

　　II. Identification Requirements

• (1) Ideological and moral conditions. Abide by the Constitution and laws, love the cause of education, have good professional ethics of teachers, and be able to fulfill the obligations stipulated in the Teachers Law. Where a teacher's qualifications have been revoked, they must not reapply for recognition of teacher qualifications within 5 years from the date of revocation; where they have been deprived of their political rights or have intentionally committed a crime and received a criminal punishment of fixed-term imprisonment or above, they cannot apply for recognition of teacher qualifications.
• (2) Academic requirements. Applicants for kindergarten and primary school teacher qualifications should have a college degree or above, and those applying for junior high school teacher qualifications should have a bachelor's degree or above.
• (3) Education and teaching ability requirements. Pass the primary and secondary school teacher qualification examination and obtain the "Certificate of Passing the Primary and Secondary School Teacher Qualification Examination", and within the validity period; graduate students and teacher training students in the education category who belong to the scope of exemption from the examination can also pass the professional ability assessment of teacher training students and teachers and obtain the "Certificate of Professional Ability of Teachers and Teachers", and within the validity period.
• The declared disciplines should be consistent with the disciplines (majors) of the "Certificate of Passing the Primary and Secondary School Teacher Qualification Examination" or the "Certificate of Professional Ability of Teachers of Teacher Training Students".
• (4) Putonghua conditions. Putonghua proficiency reaches The standard of Grade II B or above, and obtains the corresponding grade certificate (for those who apply for the qualification of language subject teachers, the Putonghua level requirement is Grade 2A and above).
• (5) Physical condition. The applicant should have good physical and psychological qualities, be able to meet the needs of education and teaching work, and in accordance with the requirements of the relevant provisions of the Zhejiang Provincial Teacher Qualification Recognition Physical Examination, go to the hospital designated by the accreditation institution in our district to participate in the physical examination of the teacher qualification recognition and pass, and the physical examination results are valid at the same time.

　　III. Determination Procedures

　　(1) Online declaration

　　From April 18 to June 10, the applicant logs on to the "China Teacher Qualification Network" (www.jszg.edu.cn), enters from the "Teacher Qualification Recognition Online Report Portal", fills in the relevant information according to the system prompts, and applies for registration online. When the online reporting time expires, the system will automatically shut down.

　　Special Note:

　　1. The format of the photo uploaded by the online newspaper is required: the format of the one-inch ID photo (the background color is white, the front is crown-free; the photo size is less than 190K, the picture is jpg format; the uploaded photo is the photo pasted on the physical examination form and the teacher's qualification certificate, do not distort it). No life photos, art photos, mobile phone selfies, and no photo remakes or scans.

　　2. Personal Commitment Form

• a. Download the personal pledge to print and handwrite the signature and date (the handwriting should be clear)
• b. Upload a screenshot (make sure the handwriting is clear and the uploaded image is clear, otherwise it must be retransmitted)

　　3. After the successful online declaration, the applicant must join the QQ group 920950286 (the group name is "Wuxing District Teacher Qualification Recognition in the First Half of 2022") for policy consultation and information communication. In order to facilitate management, applicants are required to provide verification information "application qualification category + name" (such as primary school mathematics + Zhang San).

　　(2) Confirmation of electronic materials

　　1. On the online report submission page, the applicant will see the on-site confirmation time. The teacher qualification recognition work implements "zero runs", that is, the on-site confirmation is cancelled, and only electronic materials need to be provided as required. From April 18 to June 10, the applicant scanned the relevant materials into a document in PDF format and sent them to the working mailbox of the Teacher Qualification Recognition Office of the Wuxing District Education Bureau,[email protected] named "Application Qualification Type + Applicant Name", and the electronic material list is as follows:

• (1) Provide a scanned copy of page 1 of the Household Registration Book and the applicant's information page (provided by the applicant whose household registration is in Huzhou);
• (2) Submit a scanned copy of the residence permit within the validity period (provided by the applicant whose household registration is not in Huzhou but resides in Huzhou);
• (3) Certificate of passing the primary and secondary school teacher qualification examination (the applicant downloads it ntce.neea.edu.cn the National Primary and Secondary School Teacher Qualification Examination Network, and provides it for the applicants of education graduate students and teacher training students who do not fall within the scope of the exemption from the examination);
• (4) Scanned copy of the academic certificate; the foreign academic qualification shall be submitted at the same time as the scanned copy of the "Foreign Academic Qualification Certificate" issued by the Study Abroad Service Center of the Ministry of Education; Hong Kong, Macao and Taiwan academic qualifications should be submitted at the same time as a scanned copy of the "Hong Kong, Macao and Taiwan Academic Qualification Certificate" issued by the Study Abroad Service Center of the Ministry of Education (provided by applicants who fail to pass the verification of China Teacher Qualification Network);
• (5) Scanned copy of putonghua proficiency test level certificate (provided by applicants who fail to pass the verification of China Teacher Qualification Network).
• (6) Scanned copy of the "Certificate of Professional Ability of Teacher Training Students and Teachers" (provided by applicants for graduate students and teacher training students who belong to the scope of exemption from examination)

• Each applicant must provide (1)(3) or (1)(2)(3) documents;
• Applicants who fail to pass the academic qualification verification add materials (4) PDF scans;
• Applicants who fail to pass the Putonghua verification add materials (5) PDF scans;
• Applicants for graduate students and teacher training students in the field of education who are exempt from the examination are added to the materials (6) PDF scans.
• Failure to provide the relevant electronic materials within the prescribed time shall be deemed to be automatic abandonment.

　　2. Electronic material review: From June 11 to June 17, the Teacher Qualification Recognition Office of Wuxing District Education Bureau reviewed the materials, clarified the acceptance opinions, and informed them through qq groups or telephones.

　　(3) Arrangements for physical examination

　　From June 20 to 22, applicants who have passed the material review must bring their ID cards and the "Zhejiang Provincial Physical Examination Form for Teacher Qualification Applicants" (click to download Attachment 1) to Huzhou City Hospital of Traditional Chinese Medicine (No. 315, South Street, Huzhou City) to participate in the physical examination. Those who do not participate in the medical examination within the prescribed time shall be deemed to have given up automatically.

• 1. Applicants should carefully read the "Medical Examination Instructions" (click to download Annex 2). On the day of the medical examination, the applicant must bring two one-inch color white background ID photos with the same bottom plate as the online newspaper. One is posted on the medical examination form provided by the hospital, and one (with name and type of qualification written on the back) is given to the on-site staff. Those who do not participate in the (full) medical examination shall be deemed to have automatically abandoned the application.
• 2. After the completion of the physical examination, the applicant does not need to go to the hospital to receive the physical examination conclusion form, which will be uniformly delivered to our bureau by the physical examination center of Huzhou City Hospital of Traditional Chinese Medicine, and the physical examination fee will be collected by Huzhou City Hospital of Traditional Chinese Medicine.
• 3. When the applicant confirms that she is pregnant by the hospital doctor at the time of the physical examination, she may be exempted from chest X-ray examination. If the applicant brings his own pregnancy certificate, it will not be recognized. Applicants who are trying to conceive and breastfeed are not exempt from chest X-ray examination.

　　(4) Review and identification

　　In early July, applicants can log on to the "China Teacher Qualification Network" to check the status of their identification. In mid-July, applicants can log on to "Wuxing Education" (WeChat public account) to view the results of the recognition.

　　(5) Collect the certificate

　　The Education Bureau will mail the Teacher Qualification Certificate and Accreditation Application Form by post EMS in late July, which must be signed by the applicant himself (when the applicant registers for the mailing address online, it is necessary to fill in the details and correctness to ensure that the certificate can be received).

　　(6) Other matters

• 1. The information filled in by the applicant online must be true and valid, after the formal submission, the submitted information will not be modified, please fill in carefully, because the information is not true and inaccurate, resulting in the inability to complete the teacher qualification identification, its responsibility is borne by the applicant.
• 2. The applicant should fill in the "Personal Commitment Letter" and be responsible for the content of the commitment, and if the commitment is inconsistent with the facts, the administrative departments of education at all levels will, in accordance with the relevant laws and regulations of the state, impose an administrative penalty on the applicant for "revoking the qualification of teachers, not re-obtaining the qualifications of teachers within five years" or "losing the qualifications of teachers, and not re-applying for the recognition of teacher qualifications".
• 3. The same applicant cannot apply for two or more teaching qualifications in the same calendar year.
