In order to further optimize the structure of the cadre team of county-level organs and institutions, and strive to build a team of high-quality cadres who are loyal, clean and responsible, in accordance with the "Civil Servant Law of the People's Republic of China", "Regulations on the Transfer of Civil Servants", "Regulations on the Personnel Management of Public Institutions" and other relevant regulations, combined with the actual work of our county, after research, it was decided to open the examination and transfer of 106 staff (14 civil servants, 5 public service personnel, and 87 career personnel) to the county. Jinsha County's 2024 Implementation Plan for the Staff of the County's Public Examination and Adjustment Organs and Institutions (hereinafter referred to as the "Examination and Adjustment Plan").

1. Principles and procedures for examination and adjustment

Adhere to the employment standards of both ability and political integrity and the principles of openness, equality, competition, and merit, and carry out the examination and adjustment work in accordance with the procedures of formulating the examination plan, issuing the examination and adjustment announcement, registration, preliminary examination of qualifications, written examination, qualification review, interview, job selection, inspection, publicity, and transfer approval.

Second, the examination and transfer of positions

For details of the examination and transfer positions, please refer to the "Jinsha County 2024 Open Examination and Adjustment Organs and Institutions Staff Position Table (Posts of Organs and Units)" (Annex 1), "Jinsha County 2024 Open Examination and Adjustment of Organs and Institutions Staff Position Table (Posts of Public Participating Units)" (Annex 2), "Jinsha County 2024 Open Examination and Adjustment of Organs and Institutions Staff Position Table (Posts of Public Institutions)" (Annex 3), the above three types of positions are collectively referred to as "Position Table".

3. Examination objects and application conditions

(1) Candidates for examination

1. Civil servants (or staff of administrative units with reference to the Civil Servants Law) who have registered as civil servants (or refer to registration) and are on the post (excluding cadres managed by the county party committee) of the county organs (or management units with reference to the Civil Servants Law).

2. The staff of the county's public institutions in the management level 8 or below (excluding the management level 8 post) (the management level 8 staff can apply for the examination).

(2) Application conditions

Candidates must meet the following requirements:

1. Have good political quality, professional quality, good conduct, outstanding performance, and be recognized by the masses;

2. Have a college degree or above (for positions with other requirements for academic qualifications, see the job table for details);

3. Civil servants (including management personnel participating in public service) must have more than two years of work experience as a civil servant or a staff member of a management unit with reference to the Civil Servants Law. Candidates should meet the minimum number of years of service in the organs at the same level; where there are no provisions, they must have worked in the organ at the same level for more than 2 years; Newly hired township (street) civil servants have served in township (street) organs for a minimum of 5 years (including probationary period); Selected students hired since 2018 must have served in the village for at least 2 years in accordance with relevant regulations;

4. The staff of the public institution must have completed the number of years specified in the employment document or the employment contract signed for the first time;

5. Age 35 and below (born on and after July 9, 1988), age relaxed to 40 years old (born on and after July 9, 1983), age relaxed to 45 years old (born on and after July 9, 1978), please refer to the "Job Table" for details of the relaxed age position.

6. In the past 3 years (2021, 2022, 2023), the annual assessment results are all competent (qualified) and above, and the probationary assessment is indefinite and the grade is deemed competent (qualified);

7. Civil servants (public servants) can apply for all positions, and if civil servants (public servants) apply for positions in public institutions, they must provide a letter of commitment to voluntarily give up their status as civil servants (public servants); Personnel with career status can only apply for positions in public institutions;

8. Have the physical condition to perform job duties normally;

9. Other qualifications that meet the requirements of the examination and transfer position;

10. Other conditions stipulated by laws and regulations.

(3) The following persons are not allowed to apply for the examination:

1. Expelled from the Communist Party of China;

2. Being lawfully listed as a target of joint disciplinary action for untrustworthiness;

3. Suspected of violating discipline and law is being reviewed (investigated) by the relevant authorities and has not yet reached a conclusion, or is being audited by the audit institution;

4. As of July 8, 2024, the period of influence such as admonition, organizational disposition, or Party discipline and government sanction has not yet expired, or the period has been used that affects the expiration of the period;

5. As of July 8, 2024, in accordance with relevant national and provincial regulations, the service period has not yet expired in the orientation unit or there are other restrictive provisions on transfer;

6. As of July 8, 2024, those who have worked in Jinsha County government agencies and institutions for less than 3 years;

7. Personnel of public institutions with differential appropriations;

8. Personnel with service status;

9. The staff of the units included in this examination and their competent departments;

10. Circumstances of recusal as provided by laws and regulations, as well as other circumstances.

4. Information release, registration and qualification review

(1) Information release

The examination information will be released on the website of the People's Government of Jinsha County (http://www.gzjinsha.gov.cn/) on June 28, 2024.

(2) Registration

Registration is conducted online. Online registration will be conducted according to the following procedures:

Registration time and requirements. Candidates need to enter the "Jinsha County 2024 Online Registration System for Staff of Public Examination Institutions and Institutions in Jinsha County in 2024" through the computer from 9:00 on July 8, 2024 to 17:00 on July 9, 2024, log in to the registration system through the "https://zhikaocn.com/invitation/notice/595" link, and fill in and confirm the registration information according to the registration procedures prompted on the special webpage.

Candidates can only choose one position to register, and the valid resident ID card used for registration and examination must be the same. When registering, candidates need to carefully read the examination conditions stipulated in the "Examination Plan" and the requirements in the "Job Table", and sign the letter of commitment to apply for the examination in good faith. According to the requirements of the reported position, the applicant shall fill in the "Jinsha County 2024 Registration Information Form for the Staff of the County's Public Examination and Institution Institutions" (Annex 4, hereinafter referred to as the "Registration Form") and sign the registration commitment. After checking the information filled in, click "Submit Registration Form" to submit the registration information, and then upload my recent standard photo for review after submitting the registration information. The application materials submitted shall be true, accurate and complete. If the applicant fails to pass the online qualification review or fails to pass the qualification review during the subsequent examination due to the expiration of the ID card, the wrong information filling, the blurred and deformed photo, etc., the consequences shall be borne by the applicant himself. In principle, the "Registration Form" requires the person to fill in the relevant information in person, and the responsibility for filling in the information is untrue, incomplete or incorrect. If you ask someone else to fill in the registration information on your behalf due to special circumstances, it will be deemed that the applicant has filled in the registration information himself/herself, and the applicant shall bear the relevant responsibilities.

After submitting the registration application, candidates should log in in time to check the online review results. Candidates who have passed the qualification examination are not allowed to apply for other positions. If the applicant deliberately conceals his or her important information or provides false application materials, once verified, he or she will be disqualified from entering the next link.

(3) Preliminary examination of online qualifications

The preliminary examination time is from 9:00 on July 8, 2024 to 17:00 on July 10, 2024. Candidates need to enter the "Jinsha County 2024 Online Registration System for Staff of the County's Public Examination and Adjustment Organs and Institutions" during the preliminary qualification review period, and log in to the registration system through the "https://zhikaocn.com/invitation/notice/595" link to check whether they have passed the preliminary examination of qualifications.

1. The preliminary examination of qualifications shall be organized and implemented by the examination unit and the competent department.

The examination and adjustment unit and the competent department shall conduct a preliminary qualification examination of the registration application submitted by the candidates according to the "Examination and Adjustment Plan" and the qualifications required for the position. Those who meet the registration conditions shall not refuse to register; If the examination is unqualified, the reasons shall be explained. Those who fail to pass the preliminary examination of qualifications can modify the registration information and reconfirm it during the registration period (before 17:00 on July 9, 2024). During the period from 17:00 on July 9, 2024 to 17:00 on July 10, 2024, if the application for registration is not reviewed, no registration information shall be modified.

If there are unqualified candidates in the preliminary examination of qualifications who enter the payment link, the examination qualification will be cancelled; If the applicant enters the examination link, the candidate's score will be invalid and the relevant auditors will be held responsible.

2. Candidates who have passed the preliminary examination of qualifications shall not modify the registration information, and if the information needs to be modified due to errors (the applicant unit and the application position shall not be modified), they must apply to the examination and adjustment unit in person, and can only be modified after the consent of the examination and adjustment unit and the competent department.

3. Online payment. Candidates who have passed the preliminary examination of qualifications should enter the "Jinsha County 2024 Online Registration System for Staff of Public Examination Institutions and Institutions in Jinsha County in 2024" from 9:00 on July 8, 2024 to 17:00 on July 11, 2024, and log in to the registration system through the "https://zhikaocn.com/invitation/notice/595" link to pay the examination fee of 100 yuan/person. Failure to pay within the specified time will be deemed to be an automatic waiver. Those who have successfully registered need to print 2 copies of the "Registration Form" in the registration system for qualification review and other links.

4. There is no opening ratio for the written test, and all candidates who have successfully paid the fee will take the written test.

5. Print the written test admission ticket online. After the online payment is over, candidates should enter the "Jinsha County 2024 Online Registration System for Staff of Public Examination Institutions and Institutions in Jinsha County in 2024" from 9:00 on July 15, 2024 to 17:00 on July 19, 2024, and log in to the registration system through the "https://zhikaocn.com/invitation/notice/595" link to print the written test admission ticket.

(4) Extra points

If you apply for the extra point position and meet the conditions for extra points, the applicant must provide the "Registration Form" printed on the registration system, the certificate required for extra points and the "Jinsha County 2024 Application Form for Extra Points for the Staff of the County's Public Examination and Adjustment Organs and Institutions" (Annex 5, referred to as the "Extra Points Application Form") to the examination and transfer unit for extra points review on July 11, 2024, and the extra points will not be accepted after the deadline. Candidates who meet the extra points will be given unified points, and they will be publicized before the written test, and if there is no objection to the publicity results, the written test results will be given extra points. The conditions for bonus points and the value of bonus points are detailed in the "Job Table".

5. Written test

The written examination work is organized and implemented by the office of the special class for examination and adjustment under the leadership of the special class for examination and adjustment work.

(1) The content of the written test: the knowledge that should be possessed to perform the job responsibilities (the scope of the examination and the examination books are not specified, and no training courses are held).

(2) Written test score: 100 points.

(3) Written test time: 09:00-11:30 a.m. on July 20, 2024.

(4) Written test location: see "Written Examination Admission Ticket".

Candidates who take the test must hold the "Written Examination Admission Ticket" and their original valid "Resident ID Card" (including "Temporary Resident ID Card") before entering the examination room to participate in the written test.

The results of the written test will be published on the website of the Jinsha County People's Government. Candidates who do not participate in the written test, have a score of zero in the written test, or do not obtain valid results in the written test will be disqualified from entering the next link.

6. Qualification review

After the written examination, the qualification review shall be carried out by means of on-site review, and the qualification review work shall be organized and implemented by the examination and adjustment unit and the competent department under the guidance of the county examination and adjustment work special class office. The time and place of qualification review will be announced separately on the website of Jinsha County People's Government.

According to the written test results of the candidates from high to low, the qualification review personnel shall be determined within the ratio of 3:1 (including 3:1) between the number of qualification reviewers and the number of post examination plans, and the candidates for the same position shall be determined at the same time as the qualification reviewers at the same time as the bottom of the written examination results.

The examination and adjustment unit and its competent department shall review whether the candidates meet the qualifications required for the position in accordance with the "Examination and Adjustment Plan", the "Registration Form" printed by the candidates on the registration system and the relevant materials provided by the candidates. After review, the personnel who meet the qualifications required for the examination and transfer position shall be signed by the personnel responsible for the qualification review and stamped with the official seal. Candidates who do not meet the conditions for examination and adjustment or do not go to the designated place for qualification review within the specified time will be disqualified from entering the next link, and the number of vacancies will be filled in order from high to low according to the written test results during the supplementary review period. If the examination and transfer unit is unable to contact the re-examination personnel within 24 hours or the re-examination personnel do not participate in the re-examination within the specified time, it shall be deemed that the replacements have given up automatically.

Candidates who have entered the qualification review need to pay attention to the relevant announcements of the review, and if they cannot be contacted because they have not read the announcement or filled in the wrong contact number, turned off the phone, changed the phone number, etc., they will be deemed to have given up automatically, and the consequences shall be borne by themselves.

Qualification review runs through the whole process of examination and adjustment, if any link in the examination process is found to have violated discipline and regulations, provided false information or the conditions of the applicant do not meet the requirements of the examination and transfer position, once verified, the qualification to enter the next link will be cancelled, and dealt with in accordance with the relevant regulations.

Materials required for qualification review:

1. One copy of the "Registration Form".

2. 4 recent 1-inch bareheaded color ID photos (pasted in the blank space of the registration form).

3. Original and 1 copy of valid "Resident Identity Card" (valid "Temporary Resident Identity Card"), graduation certificate, degree certificate (for positions with degree requirements).

4. If the applicant has a teacher qualification certificate or a legal professional qualification certificate or a certified public accountant certificate, the original and 1 copy of the corresponding qualification certificate must be provided.

5. If the applicant has a work unit (job position) or work experience requirement, the relevant work experience certification materials issued by the work unit must be provided.

6. If there is a requirement of "CPC member (including CPC probationary Party member)" for the position applied for, the Party member (probationary Party member) certificate issued by the grassroots Party committee where the Party organization is affiliated must be provided.

7. Applicants are required to sign the "Letter of Commitment" (Annex 6: Letter of Commitment) when conducting the qualification review. That is, civil servants (public servants) promise that after being admitted to public institutions, they will voluntarily give up their status as civil servants (public servants) and accept the post management of the examination and transfer unit. The undertaking personnel promise that after being admitted to the examination and transfer unit, they will voluntarily give up the employment position of the original unit and accept the post management of the examination and transfer unit.

8. The original and photocopy of other materials required by the position.

7. Interview and total score calculation

The interview work is organized and implemented by the office of the special class for examination and adjustment under the leadership of the special class for examination and adjustment.

(1) According to the order of the written test results from high to low, the interviewers shall be determined within the ratio of 3:1 (including 3:1) between the number of interviewers and the number of post examination plans, and the candidates shall be determined at the same time as the interviewers if they are tied for the bottom of the written examination results of the same position.

(2) The interview will be conducted in a structured interview format, and the total score of the interview will be 100 points.

(3) The candidates who enter the interview shall go to the designated place for the interview on time with the original "Interview Admission Ticket" and the valid "Resident Identity Card" (including the "Temporary Resident Identity Card"). Late arrivals will be disqualified from the interview.

(4) If the interview score of the examiner is less than 60 points, the qualification to enter the next link will be cancelled.

(5) The time, place and related matters of the interview will be announced separately.

(6) Calculation of total scores.

The total score is calculated on a 100-point scale, and the total score = written test score ×60% + interview score ×40%.

The written test score, interview score and overall score are rounded to two decimal places. If there is a tie for the total score of the personnel in the same position, the higher score in the written test will enter the next link; If the results of the written test and the interview are the same, the object of the next link will be determined through the re-examination interview.

The interview results and total scores will be published on the website of the Jinsha County People's Government.

8. Post selection

For positions with job selection requirements, the selection objects shall be determined according to the total score from high to low according to the number of post assessment and transfer plans. The order of selection is determined according to the total score from high to low, and if the total score of the selected personnel is the same, the order of selection shall be determined by drawing lots, and the selection of posts shall be carried out by the examination and transfer unit and its competent department.

9. Investigation

According to the number of post examination and adjustment plans, the inspection object shall be determined according to the total score from high to low, and the inspection work shall be carried out by the examination and transfer unit and its competent department.

An inspection team is set up for the inspection work, which is composed of more than two regular staff. The inspection team shall listen to opinions extensively, conscientiously consult the personnel files of the subject of the investigation, be comprehensive, objective and fair, and write the inspection materials and make the investigation conclusions based on the facts.

The content of the examination mainly includes the candidate's political ideology, moral character, ability and quality, study and work performance, law-abiding, integrity and self-discipline, and whether it is necessary to recuse itself. Implement the principle of the party's management of talents, and take ideological and political performance, compliance with discipline and law, and moral conduct as the primary content of the unit's employment. During the inspection, it is also necessary to further verify whether the candidates meet the specified qualifications and confirm whether the information and materials submitted during registration are true and accurate.

During the inspection, if it is verified that there is one of the circumstances listed in the "Plan" that "the following personnel shall not apply for the examination", the conclusion of the inspection is unqualified, and the qualification to enter the next link will be cancelled. Positions with trial requirements must pass the trial inspection before they can enter the next link.

10. Publicity

The qualified personnel for the inspection are determined to be transferred, and the information of the personnel to be transferred is publicized on the website of the Jinsha County People's Government, and the publicity period is not less than 5 working days.

11. Examination and approval of transfers

For the personnel to be transferred who have no objection to the publicity, the organization and human resources and social security departments shall handle the transfer formalities in accordance with the procedures according to the cadre management authority.

12. Discipline supervision and related requirements

(1) Discipline supervision

1. Under the supervision of the County Commission for Discipline Inspection and Supervision and relevant departments, the work is carried out in strict accordance with the provisions of the "Examination and Adjustment Plan".

2. In the work, if there is a recusal relationship with the applicant or may affect the fairness of the examination, he should take the initiative to apply for recusal.

3. The staff and candidates who violate the discipline of the examination and transfer work shall be severely dealt with in accordance with the relevant provisions depending on the severity of the circumstances.

(2) Relevant requirements

1. All links after the qualification review and replenishment of this examination will not be replaced.

2. The relevant information of all aspects of the examination and adjustment work will be published on the website of the Jinsha County People's Government, please pay attention to it at any time. If the applicant fails to read the consequences in time, the applicant shall bear the consequences.

13. Organizational leadership

The examination and adjustment work is carried out under the leadership of the county party committee and the county government, and a special class for the staff of Jinsha County's public examination and adjustment organs and institutions will be established in Jinsha County in 2024.
