Xishan Township is located in the southwest of Mutual Aid Tu Autonomous County, Haidong City, Qinghai Province, most of the territory belongs to shallow mountain areas, with vertical and horizontal ravines, steep slopes and deep ravines.

According to Sun Shuming, in the past, in order to solve the problems of production, life and transportation, the villagers intercepted the original rivers and canals, and gradually formed a number of small reservoirs. Today, there are 12 reservoirs and 3 main dams in Xishan Township. This has brought a certain test to the work of flood prevention and risk avoidance.
"Before the arrival of the flood season every year, we work hard and do homework in advance according to the specific situation of the whole township and each village, make emergency plans in advance, deploy preventive measures, and do emergency drills to ensure that every villager can survive the flood safely." Sun Shuming said.

It is understood that in order to cope with the new round of flood prevention and drought control work, Xishan Township has improved various emergency plans such as the "Xishan Township Flood Prevention and Drought Emergency Plan" and the "Xishan Township Flash Flood Disaster Prevention Plan", and required all villages to formulate corresponding plans and "one paper" flash flood disaster emergency plan. At the same time, according to the topographical characteristics of the village community, the transfer route map is drawn and the danger area is marked to ensure that the people can be transferred in the first time in the event of a disaster, and to ensure that the flood control materials at the village level are sufficient and in place.
In view of the flash flood disaster-prone areas and 21 geological disaster hidden danger points in each village of Xishan Township, key investigation and registration were carried out, and flood prevention and geological disaster safety knowledge training was carried out for farmers living in dangerous areas, 18 hazard warning signs and emergency shelter signs were set up, and 290 flash flood hazard avoidance cards were issued.

"Recently, we are mainly preparing for early warning in the flood season, paying attention to meteorological early warning information in a timely manner, observing geological disaster points in a timely manner, ensuring that each geological disaster point has group survey and group prevention personnel, and continuously strengthening the villagers' emergency knowledge and flood prevention and avoidance skills through technical prevention and civil air defense." It is understood that there are three provincial-level geological disaster hidden danger points in Xishan Township, and Liujiagou Village is located in one of them. On the mountain road leading to Liujiagou Village, there is a warning sign of the Shangliujiagou landslide disaster group detection and prevention system, which records in detail the key information such as the danger area, the direction of the main slide, and the evacuation route of the Shangliujiagou landslide. On a high slope, a universal detection instrument is working quietly, detecting and recording local rainfall, cracks and warnings.

"Before the flood season, we went door-to-door to check the situation of geological hazards, and strengthened the flood prevention and risk avoidance skills of villagers living in key areas. Our village is equipped with emergency supplies such as early warning alarms, gongs and drums, headlamps, flashlights, raincoats and rain boots, flood control sandbags, and emergency rescue ropes. In order to make the villagers' flood prevention and risk avoidance skills more effective, emergency drills are indispensable. Sun Shuming told reporters that at the end of May, the township just organized a scenario simulation emergency drill, and chose to conduct an actual combat drill at night under conditions that are not conducive to evasion, and formed a strong and effective emergency avoidance system through normalized fire and flood prevention drills to ensure that all villagers can be safe.
