In the face of the severe and complex flood control situation, the Changping Highway Branch of the Beijing Municipal Transportation Commission has built a double insurance mechanism of "grid staff + informatization" on the basis of fully absorbing the experience of the "23.7" heavy rainstorm and flood disaster, and has built an emergency "safety net" covering the whole region, with strong mobility and high combat effectiveness, and going all out to fight the "active battle" of flood control.
This year, the Changping Highway Branch increased the investment in flood control forces, set up an emergency rescue team composed of 211 rescue personnel and 107 sets of machinery and equipment, and arranged 40 mobile inspection and disaster duty personnel for mountain roads. In addition to the general headquarters of the flood control and emergency response of the sub-bureau, the command and dispatch sub-centers are set up in the Longhutai Daoban around the central urban area of Changping, the Nankou Daoban in the northwest, and the Xingshou Daoban in the southeast, and the 17 highway and road classes in the whole region are used to realize the grid distribution of material reserves. At the same time, the introduction and application of the vehicle-mounted mobile emergency management system can realize the efficient connection of on-site collection, data transmission, command and dispatch, and provide information support for command and dispatch during flood control and emergency support.
Since 23 o'clock on June 30, 15 concave overpasses and 12 highway water-prone points in the region have all been put in place. As of 10 o'clock on July 1, a total of 141 maintenance operators and 54 sets of mechanical vehicles were dispatched. At present, there is no water and rockfall in the whole area, and the highway is running smoothly.
