Intellectual property pledge financing is a financing method in which an enterprise (individual) obtains a loan from a bank by using the property rights in legally owned intellectual property rights as collateral. As we all know, the difficulty of financing and the high cost of financing are important factors restricting the development of small and medium-sized enterprises. Intellectual property pledge financing is an important measure to improve the efficiency of intellectual property use and optimize the business environment, with the purpose of alleviating the financing difficulties and expensive financing problems of technology-based small and medium-sized enterprises, and at the same time helping enterprises to cultivate high-value patents.
During the "two sessions" this year, CPPCC members put forward suggestions on strengthening scientific and technological innovation to promote high-quality development, including strengthening intellectual property pledge financing. The Municipal Bureau of Market Supervision has actively strengthened communication and coordination with the Municipal Local Financial Supervision Bureau, the Municipal Finance Bureau, the Liaocheng City Center Branch of the People's Bank of China, the Municipal Banking and Insurance Regulatory Branch and other departments, actively adopted the suggestions of cppcc members, and jointly issued the "Guiding Opinions on Accelerating the Promotion of Intellectual Property Pledge Financing", focusing on further improving the intellectual property pledge financing work mechanism.
The "Guiding Opinions" put forward clear requirements from four aspects, such as the importance of intellectual property pledge financing work, optimizing the intellectual property pledge financing service system, guiding financial product innovation services, and strengthening the protection of intellectual property pledge financing, through strengthening the assessment of intellectual property pledge financing business, establishing a daily scheduling mechanism and other measures, coordinating and linking departments, and jointly promoting the city's intellectual property pledge financing work to a new level, contributing intellectual property rights to optimizing the business environment and building "six new Liaocheng".
