In the past, the mainland and Cambodia each led 50% in terms of investment, and in 2013, the two countries signed the "Comprehensive Strategic Partnership Agreement", and in the next five years, the mainland invested in a total of 16 cooperation projects, and a total of 11.2 billion US dollars.
However, the construction of large-scale investment projects brings the problem of transportation hubs.

The Cambodian side has also seen the problems of transportation hubs, so after soliciting the opinions of relevant government parties, the "Cambodia Transport Infrastructure Plan" was issued, and in the released plan, the Mekong River Revetment Canal was first planned in detail.
The canal runs from the canal links throughout the central part of the country to the local barge port, and with it, a part of the logistics network that connects the whole of Cambodia.

Why is Vietnam against?

After careful deliberation and planning, the Mekong River Barge Canal became part of the plan at that time.
The reason for the construction of the Beijing-Hangzhou Grand Canal is similar to that of the mainland more than ten years ago, the Beijing-Hangzhou Grand Canal is the main artery connecting the north and south, which can transport a large number of agricultural products from the south to the north, and the Beijing-Hangzhou Grand Canal can also transport a large number of mechanical equipment and beverage materials from the north to the south.

However, before that, some of the compensation policies issued by the government to the residents of these places have already been implemented and some are still in the process of compensation.

When the local government found out that the real identity of the winning bidder was a Vietnamese sailor, it asked the Cambodian side what was going on with the Mekong River Revetment Canal.
And the identity of the winning bidder was also questioned.
The Cambodian side responded and directly passed on the documents, but the Vietnamese side made it clear: "We will not accept any documents from the Indonesian side."
Moreover, after that, the Vietnamese side strongly blocked the Mekong River Barge Canal, believing that the person who won the bid at that time was a false bidder and there was bribery.
Cambodia did not want to wait any longer and asked China to help build the canal.
The Cambodian side also made it clear: "We will not carry out any more land acquisition work, and after the winning bidders get the resources, it is to make money, not to devote themselves to local construction, and we will cooperate with the Chinese side."
The Chinese side has long been aware of the Mekong problem, so it has already responded to it.
Therefore, the Cambodian side launched cooperation with the Chinese side, and the Chinese side also said in this regard: "The construction of the Mekong River revetment canal requires a large number of manpower, and the amount of work is still very large, so we must wait until the Mekong River land acquisition work is completed before the construction can begin."
