Gao Jiupeng introduced that for us, talent is like a seed, talent environment is like soil, and every seed in Science City is a towering tree in the future. Therefore, in recent years, we have iteratively upgraded the talent work system, accelerated the promotion of the talent "rejuvenating the city and strengthening the district" action, and formed a distinctly recognizable "Golden Phoenix" talent brand, with the total amount of talent resources growing rapidly at an average annual rate of 15%, and the net increase index of talents per 10,000 employees in 2023 ranks first in the city.

In recent years, we have successively introduced a series of innovation support policies, which have three main features:

First of all, we have a wide coverage. On the basis of the "Golden Phoenix" talent support policy, we have newly introduced the "Xinfeng" talent policy and the two-way offshore innovation and entrepreneurship policy for talents, etc., to support top talents such as academicians of the Chinese Academy of Sciences and the Chinese Academy of Sciences to university graduates, and from local talents to offshore innovation and entrepreneurship talents at home and abroad; The content of support has expanded from ensuring the livelihood services of talents, such as housing, medical health, and transportation, to supporting talents' innovative practice, achievement transformation, and entrepreneurial development. For example, the country has taken the lead in implementing the continuous training mechanism of "studying in colleges and universities, in-station R&D, and out-of-station work", which runs through the whole process of doctoral introduction, training and development, and has supported more than 150 outstanding doctoral talents to "take the lead and be the protagonist".

Second, our support is strong. Based in the central and western regions, we benchmark the coastal areas and continue to shape the policy advantages of Science City. In terms of supporting talent innovation, 1:1 funding will be given to national scientific research projects, and there is no upper limit. In terms of talent growth incentives, the "Golden Phoenix" talents will be given an annual salary reward of 10% of the highest annual salary and a promotion reward of up to 1 million yuan and achievement awards; In terms of housing security for talents, a full set of support measures of "renting, purchasing, subsidizing and sending" are provided, and talents can receive up to 240 square meters of high-end talent housing for free.

Finally, our service is heartwarming. We emphasize the sense of talent and create a good ecology that is more conducive to the emergence of all kinds of talents.

In terms of service carriers, the city will take the lead in building a pilot area for attracting and aggregating talents, and operate national-level service carriers such as the National Overseas Offshore Innovation and Entrepreneurship Base, the China Chongqing Overseas Students Pioneer Park, and the Western (Chongqing) Science City Expert Service Base of the Chengdu-Chongqing Economic Circle, so as to create the main position of talent innovation and entrepreneurship services.

In terms of service mechanism, the city has taken the lead in piloting the "123" work system of full-cycle service for talent innovation and entrepreneurship led by party building, formed a list of "1 thing" services, and linked three professional service teams of talent specialists, talent stewards and science and technology brokers through two service carriers, namely offline service port and online "Yucaihui", serving more than 20,000 talents at home and abroad.

In terms of service methods, the country took the lead in implementing the talent identification "free evaluation and storage", and the policy fulfillment "free to enjoy" method, as long as the talent meets the corresponding conditions, there is no need to participate in the expert review to actively absorb the library, and do not need to submit a policy declaration to actively cash, and has accumulated 7 batches of 388 "Golden Phoenix" talents, and cashed out various awards and subsidies of nearly 240 million yuan.
