The pre-announcement of this international solicitation was released on March 29, 2024, and once released, it attracted great attention from many well-known design institutions at home and abroad. By the end of registration on April 27, a total of 68 design units and 34 groups of consortiums have signed up, including international design teams and domestic strength compounds, and the participating teams not only include many international top design teams that have been deeply cultivated in the fields of urban, architecture and landscape design for many years and have rich practical experience, but also include teams from state-owned institutes and famous university design institutes with strong comprehensive strength, as well as a number of cutting-edge design firms with avant-garde design concepts and outstanding performance in large-scale competitions in recent years.
After a rigorous and systematic material review, 56 design units and 24 consortiums met the application qualifications. The conceptual proposals submitted by the participating applicants have their own characteristics, not only with innovative design concepts, but also from the aspects of urban development, industrial planning, and the style of the lake area.
2. Shortlisted units
After careful review and full discussion, the six participating consortium units shortlisted in the first round and the second round of expert review meeting were submitted to the organizer for approval, and the list of shortlisted and alternative consortium units was finally determined as follows (in no order):

The Prequalification Review Committee adopts the method of eliminating registered voting round by round, selects 3 shortlisted units from the qualified applicants, and selects 1 alternative applicant unit, and the alternative applicant units will be replaced in order when the shortlisted applicants withdraw.
Five: Solicitation fee
1. Selected units: a total of RMB 10 million; Awarded a detailed design contract, the total amount of the contract includes bonuses;
