Zhang Lin, Deputy Secretary-General of the Municipal Government and Executive Director of the Office of the Municipal High-quality Investment Promotion Headquarters, delivered a speech at the opening ceremony of the conference held in the afternoon, emphasizing the importance of public data operation to promote the digital transformation and high-quality development of cities. Yu Jintao, member of the Party Leadership Group and Deputy Director of Shandong Provincial Big Data Bureau, pointed out in his speech that deepening the application and innovation of public data resources is the key way to release the value of data elements.

The conference officially launched the 2024 "Data Element ×" competition in Qingdao and released the full text of the National Public Data Operation Annual Development Report (2023), as well as the special areas for public data operation transportation, elderly care, and rural revitalization, aiming to stimulate more innovation vitality. Song Tiantian, Deputy Mayor of Chengyang District, Zhao Chuanqi, Deputy General Manager of Huatong Intelligence Research Institute and Director of Qingdao Data Asset Registration and Evaluation Center, Li Yiping, Chief Architect of Data Strategy of China Mobile Xiong'an Industry Research Institute, Zhao Hua, Chief Vice President and CMO of Digital Transformation of China Unicom, He Xiang, Head of Application Open Market and Product Director of New Energy and Trusted Industry Division of Ant Digital, and Liu Bing, Director of Government and Enterprise Big Data and AI Operation Center of China Telecom Group, respectively, discussed the grassroots exploration of data element circulation. Topics such as the operation model of data assets, the new blueprint of the data element market, the practice of multi-scenario integration of public data, the empowerment of technological innovation, the circulation of public data, and the safe and credible trading platform were shared.
