There are a total of 32 articles in this regulation, and the content of the provisions is very sufficient, but there are a few core points here, which I need to emphasize with you.

It is clear that rare earth resources belong to the state, and no organization or individual may encroach on and destroy rare earth resources, and the state will implement protective mining of rare earth resources. That is to say, it can no longer be as indiscriminately mined and exploited as before; The second point is to promote the high-quality development of the rare earth industry. That is, it is very important to carry out unified planning for the rare earth industry, to introduce new technologies, and to strengthen the gold content of the rare earth industry.

What do I need to emphasize? In the past, the protection of China's rare earth resources was really not good, and we even sold rare earths to foreign countries at the price of cabbage, and many foreign countries bought cheap rare earth resources from China and hoarded them, and now they are not used and used again in the future.

There are many foreign countries to protect the resources of other countries and regions by purchasing rare earth resources from China, not to develop, leaving them for future generations, and using China's resources to supplement the development of rare earth resources in other countries is a huge consumption for China, so we need to protect rare earth resources, and do not allow private mining and indiscriminate development, which is one point.

We used to sell rare earth ores, but now we can't. We need to process the rare earths and then sell the rare earth products, so that the added value of the products can be increased thousands of times, not just the price of cabbage.

We need to sell rare earth resources at the price of gold or even higher, which is more in line with the important consideration of the high-quality development of China's rare earth resources.

Rare earth resources are strategic resources, China's proven reserves of rare earths are indeed a lot, but China's rare earth resources are not unlimited, and we cannot fully meet the needs of the world. Of course, this regulation must be bad news for some Western countries, especially the United States and Japan, because they can no longer buy China's rare earth resources as cheaply as in the past, which is a good thing, and we must support it.
