The way to government is to win souls first. Our party has always attached great importance to the selection and appointment of talents, and has always grasped the selection and appointment of people as a key and fundamental issue that has a bearing on the cause of the party and the people. The Regulations on Disciplinary Punishment of the Communist Party of China stipulate sanctions for the illegal selection of cadres.

1. Illegal selection and employment, negligence and mistakes in employing people

The "Regulations" stipulate that in the work of selecting and appointing cadres, if there are acts that violate the regulations on the selection and appointment of cadres, such as nepotism, exclusion of dissidents, sealing official positions and making wishes, interceding and intervening, running for official positions, and suddenly promoting or adjusting cadres, those directly responsible and those with leadership responsibility shall be given warnings or serious warnings if the circumstances are relatively minor; where the circumstances are more serious, sanctions of removal from internal Party positions or Party probation are to be given; where the circumstances are serious, they are to be expelled from the Party.

This is a punishment stipulation made in response to the problems of "those who engage in cronyism and exclude dissidents" and "those who make official vows and celebrate with crowns" among the "seven haves."

The behavior of "violating the regulations on the selection and appointment of cadres" mainly refers to violations of the "Regulations on the Selection and Appointment of Party and Government Leading Cadres", "Opinions on Preventing Cadres from Being "Promoted While Sick", and "Measures for Supervision, Inspection and Accountability of Cadre Selection and Appointment" and other provisions. Judging from the cases of serious violations of discipline and law that have been investigated and dealt with in recent years, some people select and appoint people on the basis of personal affinity and personal likes and dislikes, and regard their positions as personal resources for private conferring and receiving them; Some still believe in the set of "don't run, don't send, stay put", "run and send, promote and reuse", and change the way to pull the relationship and go to the door; The principal responsible persons of some leading groups have made it clear that they are about to leave their posts, and they have also made it clear that they are about to leave their posts, and they have also promoted and adjusted cadres by surprise.

These problems and unhealthy tendencies in the selection and appointment of personnel not only damage the prestige of party organizations among the masses of the people, but also undermine the spirit of party members, cadres, and officials to start a business, and even seriously damage the political ecology of a region or a unit. Party organizations and the broad masses of party members and cadres should, in an attitude of being responsible for the cause of the party and the people, strictly implement the regulations on the selection and appointment of cadres, promote the creation of a clean and upright environment for the selection and appointment of cadres, and earnestly give play to the role of the vane of the correct selection and appointment of cadres.

In addition, the "Regulations" stipulate that if a mistake in the appointment of a person causes serious consequences, the person directly responsible and the person with leadership responsibility shall be dealt with in accordance with the provisions of the preceding paragraph. This mainly refers to the situation in which leading cadres do not conscientiously perform their duties, select, select, and appoint cadres who do not meet the requirements, and cause serious losses to the interests of the party, the state, and the people. It should be noted that this paragraph emphasizes that serious consequences are caused by negligence and mistakes in employment before disciplinary punishment is imposed; Where no serious consequences are caused, the Party organization may give criticism and education, organizational adjustments, or organizational dispositions.

2. In promoting the work of leading cadres to be able to go up and down, do a good job of humanism

The "Regulations" stipulate that in the work of promoting the promotion and demotion of leading cadres, those who do a good job in humanism and the circumstances are more serious shall be punished accordingly. There are three scenarios:

(1) Circumvent organizational adjustments with sanctions such as party discipline and government affairs.

This refers to the conduct of leading cadres who have one of the circumstances provided for in Article 5 of the "Provisions on Promoting the Advancement and Demotion of Leading Cadres", and are found by the organization to be unsuitable for their current positions, and should have been adjusted by means such as equal post adjustments, transfer to civil servants at the same level, dismissal, or demotion, but after being given party discipline and government affairs in accordance with the provisions of internal Party regulations and state laws and regulations, they have done a good job of humanism and failed to make organizational adjustments. The "party discipline and government affairs and other sanctions" here are usually light sanctions, and if they are heavy sanctions, they do not exist or do not need to make organizational adjustments.

(2) Replace Party discipline and government affairs with organizational adjustments.

This refers to the conduct of leading cadres who have one of the circumstances provided for in Article 5 of the "Provisions on Promoting the Advancement and Demotion of Leading Cadres", and are found by the organization to be unsuitable for their current positions, and after being adjusted by the organization, they are not given party discipline and government affairs in accordance with internal Party regulations and national laws and regulations.

(3) Other behaviors that avoid the important and make light treatments.

This refers to the fact that leading cadres have one of the circumstances provided for in Article 5 of the "Provisions on Promoting the Advancement and Demoization of Leading Cadres", and are found by the organization to be unsuitable for their current positions, and shall be given organizational adjustments, and at the same time shall be given sanctions such as party discipline and government affairs, but to do a good job in humanism, in addition to using party discipline and government affairs and other sanctions to circumvent organizational adjustments, or to replace party discipline and government affairs with organizational adjustments, they avoid heavy punishment methods and adopt light punishment methods to give sanctions.

In practice, some comrades believe that "those who can go up" are happy compared to those who are "able to go up," and "those who can go down" often offend people. Whether or not we can overcome the doctrine of being a good person is the key to promoting the work of being able to go up and down. The "Regulations" make clear punishment provisions in this regard, which is conducive to promoting leading cadres to dare to take responsibility, implement the work requirements of being able to go up and down, and ensure the implementation of the party's organizational line in the new era.
