The State Administration of Market Supervision and the Ministry of Agriculture and Rural Affairs have established and implemented a crop seed certification system, using quality certification to improve seed quality and the quality management level of seed enterprises, and help the revitalization of the seed industry. In August 2023, the two departments jointly issued the "Implementation Opinions on Carrying out Crop Seed Certification", and the mainland's crop seed certification system was officially established. In December 2023, the two departments jointly issued an announcement announcing the "Catalogue of Crop Seed Certification (First Batch)" and the "Implementation Rules for Crop Seed Certification (Trial)", which are important supporting technical documents for the specific implementation of the crop seed certification system. In January 2024, the Ministry of Agriculture and Rural Affairs issued the certification based on the "Technical Specifications for Crop Seed Certification (Trial)".
According to reports, the emergence of the first batch of certification bodies marks the specific implementation of crop seed certification. In the next step, the State Administration for Market Regulation (CNCA) will carry out qualification examination and approval for other certification bodies applying for crop seed certification business in accordance with the law, and supervise relevant certification activities; The Ministry of Agriculture and Rural Affairs has jointly carried out publicity and policy interpretation of the crop seed certification system through a variety of channels, promoted the acceptance of certification results in the fields of industry management and market circulation, and promoted the effective implementation of crop seed certification.
