In the past, when the United States and the mainland were relatively friendly, they invited the mainland to participate in the exercise, but the mainland did not participate in the exercise when relations were not good.
The U.S. "National Defense Authorization Act" has a law on military appropriations for the U.S. military, and when it was passed by Congress, it included an article requiring Biden to invite Taiwan to participate in the Pacific Rim exercise. But when it came to Biden, he personally said no, obviously he knew that this was a very clear red line, if Taiwan can participate in large-scale military exercises, and it is led by the United States, not an observer, it is obvious that the "US-Taiwan" relationship will be greatly improved.
If this will touch the mainland's so-called "five noes and four unintentional" assurance, I am afraid that Biden knows that this red line will be touched, and like Pelosi's visit to Taiwan, the mainland will also have large-scale military exercises. So in such a situation, Biden understands that it is better not to touch this red line now.
Biden is going to conduct exercises, debate with Mr. Trump, and stand on the podium for 90 minutes. A lot of people are worried about whether he can stand up and worry that he will suddenly turn his back to the audience, so now Biden should put the matter of running for re-election first. In particular, after the mainland announced the "22 Articles" against "Taiwan independence," the United States criticized the mainland from the standpoint of the Taiwan region. In fact, Biden still takes a two-faced approach on these issues, but he does not dare to touch the red line easily. The military exercise lasted nearly 40 days, and there were about 171 islands in the Taiwan Islands around the Pacific Ocean. If Taiwan really has a Pacific rim, but it will not allow military exercises, Lai Qingde will be told an indisputable fact that he and the United States are not military allies, and if something happens, how can the United States help the Taiwan region? The United States has constantly retreated from its one-China policy, changed the past one-China principle into a one-China policy, and even put the "Taiwan Relations Act" and the six guarantees for the Taiwan region in the first place, and the signing of three joint communiques with the mainland in the back.
Therefore, the "one China" policy of the United States as a whole has been greatly revised, but after all, the United States still maintains diplomatic relations with Beijing, and its relations with the Taiwan region are unofficial. If the red line is to be broken and Lai Qingde is allowed to participate in the RIMPAC military exercise, it is a breakthrough in the relationship between the "United States and Taiwan", and it even has the connotation of a military alliance.
Biden can't bear the consequences of the change, and it seems that Lai Qingde has no choice but to go to the coast of Hualien to follow the defense, including Pan Mengan and others holding toy pistols to do their own military exercises. Lai Qingde sees how the other 29 countries are exercising, and he himself can pretend to participate, so as to make up for the "Ah Q spirit."
