The Coconut Research Institute of the Chinese Academy of Tropical Agricultural Sciences is the only social welfare scientific research institution in mainland China with tropical oil crops as the main research object, mainly carrying out scientific and technological innovation, achievement transformation and industrial services of woody oil crops such as coconut, oil palm and camellia and tropical economic palm plants such as betel nut and dates, which has distinctive characteristics among similar scientific research institutions in mainland China. In order to thoroughly implement the party's "three rural" work strategy in the new era, the institute focuses on the "great man of the country", actively fulfills the main responsibility of the society, builds a world-class tropical oil science and technology innovation center, and provides support and assistance for the high-quality development of national agricultural modernization. In order to further strengthen the construction of the talent team, the Coconut Research Institute of the Chinese Academy of Tropical Agricultural Sciences has decided to open recruitment to the public, and the relevant recruitment matters are hereby announced as follows:

1. Recruitment positions

There are 9 doctoral positions and 1 master's degree position in this recruitment, with a total of 16 people (see Annex 1).

Note: Applicants are fresh college graduates, returnees from studying abroad, postdoctoral personnel, social in-service personnel, etc. Fresh college graduates need to obtain the academic degree certificate required by the position as scheduled in the current year.

2. Recruitment conditions

(1) Applicants must meet the following basic conditions:

1. Have the nationality of the People's Republic of China, abide by the Constitution and laws, be of good character, honest and trustworthy;

2. Have the professionalism, quality and ability required for the position;

3. Have the physical condition and psychological quality to perform duties normally;

4. Passionate about tropical agricultural science and technology;

5. Doctoral students are required to be 32 years old or below (born after January 1, 1992), and master's students are required to be 27 years old or below (born after January 1, 1997).

6. Possess the relevant conditions required by the recruitment position.

(2) Those who have any of the following circumstances are not allowed to apply for the examination:

1. Those who have received criminal punishments, Party discipline and government sanctions, and have been expelled from the Party or public office;

2. Those who have been placed on probation or above during their higher education;

3. Being lawfully listed as the target of joint disciplinary action for untrustworthiness;

4. Being found to have committed fraud or other serious violations of recruitment discipline in national statutory examinations, recruitment examinations for civil servants at all levels and public institutions;

5. Other circumstances that are not allowed to apply for the examination as stipulated by laws and regulations.

3. Recruitment Procedures

(1) Registration

This recruitment is carried out by means of online registration. Applicants should carefully read the recruitment announcement, understand the relevant information of the recruitment position, and choose the qualified position for registration. Online registration includes filling in the registration information, uploading photos and supporting materials, checking the qualification review results, and printing the admission ticket. Candidates should log in to register within the specified time, and will not be accepted after the deadline. After applying for the examination, candidates should log in to the website of our unit in time to understand the progress of the examination and the announcement of related matters, and keep the contact information registered at the time of registration unblocked.

(6) Civil servants and personnel of public institutions shall obtain the consent of their units and the organization (personnel) department to which they belong, and issue a certificate of consent (seal) (see Annex 3);

(7) Other relevant materials required for each position.

The candidate's valid resident ID card used for registration and examination must be the same; Those who fail to complete the above registration steps within the specified time will be deemed to have given up their registration qualifications, and the consequences shall be borne by the candidates; Candidates shall be responsible for the authenticity of the information filled, and those who find that the information filled in is not true, or provide false application materials, will be disqualified from the examination, and according to the severity of the circumstances, in accordance with the relevant laws and regulations, the relevant parties will be given serious treatment.

After submitting the registration materials, candidates must log in to the registration system in time before 12 o'clock on July 8, 2024 to check the qualification review results, and if the qualification review is passed, the application information shall not be modified; If the qualification review is not passed due to incomplete information, please supplement the materials and resubmit them in time. The system will be closed on time at 17:00 on July 8, 2024, and new users will no longer be accepted to register after 12:00 on July 8, 2024.

(2) Qualification review

Our unit organizes the qualification review of candidates' registration materials. In principle, the ratio of the number of job recruits to the number of people who have passed the qualification examination should reach 1:3 before the written test can be conducted. If the academic degree requirements of the recruitment position are doctoral students, after the deadline of the announcement time, if the number of applicants who have passed the qualification examination does not reach the proportion of the examination, the proportion of the examination shall be determined by the unit. The list of qualified personnel and the cancellation of recruitment positions will be published on the website of our unit.

(3) Print the admission ticket online

Candidates who have passed the qualification examination and participated in the written examination shall log in to the registration system within the specified time and download and print the admission ticket according to the requirements of the announcement.

(4) Examinations

The examination adopts a combination of written test and interview, with a full score of 100 points and a passing score of 60 points (inclusive). The weighting ratio of the comprehensive scores of candidates participating in the written test and interview is 4:6. The written test score is a paper score, and the interview score is the average score after deducting one highest score and one minimum score. Written test scores, interview scores, and composite scores are rounded to two decimal places.

1. Written test

(1) The written test shall be conducted in a closed-book manner. The content of the written test is the professional knowledge, business ability and work skills necessary for the actual position, with a full score of 100 points, and the passing score of the written test is 40 points (inclusive).

(2) The specific time and place of the written test are subject to the admission ticket.

2. Interview

(1) The interviewers are all those who participate in the written test.

(2) Interview method. It can be conducted in a variety of ways, such as leaderless group discussion, structured interview, defense, scenario simulation (demonstration) and practical operation, with a full score of 100 points, and the passing score of the interview is delineated as 70 points (inclusive). The interview will be determined according to the job code, and the interview for the same position will be determined by drawing lots. The whole process is videotaped.

(3) The specific time and place of the interview will be announced separately on the website of our unit.

3. Announcement of results. The written test results, interview results and comprehensive results of the applicants will be announced on the website of our unit.

(5) Physical examination and inspection

1. Physical examination

According to the ranking of the comprehensive results of the examination, the candidates for the physical examination will be determined, and the physical examination will be organized, and in principle, the expenses shall be borne by themselves. Those with a written test score of less than 40 points, an interview score of less than 70 points, or a comprehensive score of less than 60 points shall not be listed as candidates for physical examination. The items and standards of physical examination shall be implemented in accordance with the General Standards for Physical Examination for Civil Servants.

2. Investigation

According to the results of the examination and the results of the physical examination, the inspection object shall be determined according to the ratio of 1:1 between the position to be recruited and the shortlisted candidates. Our unit organizes a review of the qualifications of the inspection objects, and inspects the ideological and political performance, moral quality, professional ability, and suitability of the recruitment position. Review the personnel files of the inspection objects, and strictly review important information such as "three ages, two calendars and one identity". The content and standards of the inspection shall refer to the Measures for the Recruitment and Examination of Civil Servants (for Trial Implementation).

The candidates for the investigation have incomplete important materials in their personal files, unclear experience, or unclear historical status, and cannot be effectively investigated; or where there are serious problems such as falsification or falsification in the personal file, they must not be determined as candidates for employment.

(6) Determine the candidates to be hired

According to the results of examinations, physical examinations and inspections, the candidates to be hired will be determined on the basis of merit after research by the unit. The candidate to be hired shall obtain the academic degree certificate required by the post as scheduled, otherwise the candidate's employment qualification will be cancelled.

(7) Publicity

The results of the open recruitment will be publicized to the public through the website of our unit, and the publicity time will be 7 working days.

(8) Replacement

If there is a vacancy in the position to be hired due to the following circumstances, after the study of the recruitment leading group, according to the actual situation, it can be filled in equal amounts according to the total score of the examination from high to low among the candidates who apply for the same position and whose scores have reached the qualified score line. After the expiration of the publicity period, there will be no replacement.

1. The subject of the physical examination fails to undergo the physical examination as required or fails to pass the physical examination;

2. The inspection does not meet the requirements;

3. The candidate to be hired gives up employment during the publicity period;

4. Other circumstances that affect employment during the publicity period of the proposed candidates.

(9) Examination and approval

If there is no objection during the publicity period of the proposed personnel, or the relevant objection does not affect the recruitment result after verification, it shall be reported to the superior department for approval within 5 working days according to the regulations.

(10) Employment

Personnel who have been approved and agreed to be hired shall sign an employment contract in accordance with relevant regulations, establish personnel relations, and go through entry procedures in accordance with regulations. At the end of the probationary period, the candidates shall be assessed according to the regulations. Those who pass the assessment will be formally hired, and hired in accordance with the post employment management measures and relevant regulations; Those who fail to pass the assessment will be cancelled.

Fourth, the relevant treatment

(1) Preparation of benefits. After being hired, they belong to the employees of state institutions.

(2) Housing benefits. There is a swing house for doctoral students, and doctoral students can live in it for free.

(3) Salary. The basic salary and benefits shall be cashed in accordance with the wage policy of the state institutions, and the performance salary shall be calculated and paid according to the provisions of the institution. Individual performance pay is linked to work performance, and more output is more distributed. Doctors and other high-level talents who meet the "Administrative Measures for the Introduction and Training of High-level Innovative Talents of the Coconut Research Institute of the Chinese Academy of Tropical Agricultural Sciences" (Annex 4) enjoy relevant treatment.

(4) Logistical support. Staff canteen, monthly meal allowance; There are relatively complete sports and entertainment facilities, such as: basketball courts, volleyball courts, badminton halls, table tennis tables, billiard tables, etc.; Organize annual physical examinations.
